Dr . Gilmour, warden of the Cen-
tral Prison, has Lad it on his mind
for some time to effect a more radon -
al classification of the prisoners under

tor of Prisons as to his scheme, and
has ree.eived their cordial approval.
In fact, the warden has antieipated
the advice of a morning paper, and
his plan is already far on the way
to aeeomplishment. The keystone
of the warden's plan is to have the
prison not only a penal but areform-

lapse fror rectitude perhaps by cruel
circumstances, will be segregated in
