FRIDAY, NOVEMBER 20, 1890.
I DITORL.s L NOTES.
THE writ for the bye -election in
Brandon has been forwarded. It calls
for nominations on November 27 and
p)lliog, if any December 4.
Szu Casimir Growsky is to be admin-
istrator of the Government of Ontario
during the absence of his Honor the
Lieut. -Governor who has been granted
tevo months' leave of absence for the
purpose of visiting England.
Qusaase is following the example of
the Ontario Government, by appointing
a Provincial instructor in road mulling.
It has also decided to purchase a few
complete out fits of roadwaking mach-
inery and send them out through the
various municipalities as an object
lesson to those concerned, This sub-
ject is aiso being' taken up in Nova
Scotia. Ontario's progressive govern-
ment lends the way in municipal and
provincial reforms.

COMMENTING Oft the settlement by the
Liberal Government, of the School
Question, La .biinerve says :—"'rt is a
reaular•capitulation, made by a Catholic
Minister, betraying Catholics oppressed
by Protestants, betrayirig i'rench Cana-
dians oppressetf, because they are in a
minority, by fanatical English. Ho w
true it is that there will always be found
in our ranks a Canadian and a Catholic,
to c: wardly betray his faith and his own
blood." It :night be interesting to con-
tract this with what the rabbid Conser-
vative press of Ontario has to say.
NEW COUNTY COUNCIL.
We repeat in part what we previous-
ly published about the new County
Council Act, The model of election is
entirely change,. Formerly the Peeve
and Deputy peeve of township and
towns sat in the county councils as re-
presentatives
pew maw theirtownshipsprovides for
the division of counties in electoral dis-
tricts. These electoral districts are
each to be represueted by • persons rosi-
dent within for a two-yea
r e team. Noe mernn.ber being o
the council of a local municipality
aoall he eligible for a seat in the county
council. Special provision is made by
which members for 1898 of any munici-
pal council may be legally nominated
for membership in the county council
to be elected for 1807-98, Electors
may in cases where two councillors are
to be elected, give two votes for one
candidate. The act proyides that the
'warden of every county shall, on or
before the Lyth day of November, 1899
and the comity council shall in every
succeeding year, before an election for
seereasnty pOLDItillors it to be held, appoint
for`tach such county council division
a nominating officer, who shall act as
