It was at the insistance of many friends and
neighbours and after much thought'that I decided
to seek nomination for the position of councilor. As
a resident of Tuckersmith Township I am
concerned about the quality and quantity of
government that I receive. I think that in spite of
what was said to the: contrary after the last
provincial election, regional government is still
planned for all Ontario. I feel that the , recent
Property Tax Revision Proposals are the first step
toward that end. I am opposed to regional
government because I feel that it will cater to more
urbanization and industrial growth because of the
resulting broader tax base, and that rural and
agricultural needs will be neglected. I also think
that a regional government will lOse contact with
the people. Just because it is bigger doesn't mean
it is better.
I have had no expbrience at municipal
government buf I feel that my ,background will be
of benefit. I am a graduate of Centralia College of
Agricultural Technology class of '69. I farm 350
acres and for five years I have been a director of
the Hensall District Co-Operative, this past year
as vice-president.

Housing Minister John Rhodes
has announced modifications to
the Ontario 'Home Renewal
Program (OHRP) that extend
homeowner eligibility, provide far
deferment of repayment in cases
of undue hardship, and eliminate
the "piggy-back': or integration
provision of .OHRP with the
federal Residential Rehabilitation
Assistance' Program (RRAP).
The modifications also enable
the survivor of a deceased owner
who has participated in the
program to continue repayment of
'the loan instead of requiring
immediate payment in' full.
. According to rhodes, the most
important change is the extension
of homeowner eligibility which
enables municipalities to provide
loans to homeowners who have
purchased dwelliings under the

those who have purchased a
house on leased land cane

Nevertheless, OHRP will
continue to provide loans at
interest rates that are geared to
family income and range from no
interest for adjusted family
incomes of $3,000 and less to a
maximum of eight ges,gent for
incomes of $8,001 to the. OHRP
ceiling of $12,500.
Under OHRP-,, the province
provides loans on a per capita
basis directly to municipalitie s
that administer the pogram.
Loans are made available to
homeowner-occupants with an
adjusted family income of $12,500

to acceptable municipal property

The main objective of the
program is to correct faulty
structural - and sanitary
conditions and to upgrade
plumbing , heating and electrical
systems in the owner-occupant's

adopted a property maintenance
standards bylaw or a resolution
setting such standards.
To date 423 municipalities have
joined the program and more than
1$36,000,000 has been prdvided by
the' provincial government for
