The Huron Expositor, 1976-12-02, Page 32To the Electors of TUCKERSMITH It was at the insistance of many friends and neighbours and after much thought'that I decided to seek nomination for the position of councilor. As a resident of Tuckersmith Township I am concerned about the quality and quantity of government that I receive. I think that in spite of what was said to the: contrary after the last provincial election, regional government is still planned for all Ontario. I feel that the , recent Property Tax Revision Proposals are the first step toward that end. I am opposed to regional government because I feel that it will cater to more urbanization and industrial growth because of the resulting broader tax base, and that rural and agricultural needs will be neglected. I also think that a regional government will lOse contact with the people. Just because it is bigger doesn't mean it is better. I have had no expbrience at municipal government buf I feel that my ,background will be of benefit. I am a graduate of Centralia College of Agricultural Technology class of '69. I farm 350 acres and for five years I have been a director of the Hensall District Co-Operative, this past year as vice-president. The modifications also enable the survivor of a deceased owner who has participated in the program to continue repayment of 'the loan instead of requiring immediate payment in' full. . According to rhodes, the most important change is the extension of homeowner eligibility which enables municipalities to provide loans to homeowners who have purchased dwelliings under the Veterans' Land Act. Under the revised regulations, the Housing Minister is empowered to defer or forgive all, or part of any OHRP loan. provided it can be demonstrated that continued repayment constitutes undue hardship to an owner. In addition, the revised regulations give a municipality the option of taking a promissory note for any loan in lieu of a lien against the property. With revenue raised through the sale of Greeting Cards,• UNICEF is able to provide food supplements, vaccines and other medicines to lessen this cruel and tragic waste. The elimination of the "piggy- back" or integration provisidn with RRAP results from the federal decision to increase the malimum loan's and forgiveable portions of its program. Previously OHRP loans were. not to exceed $7,500 less any federal funding. Now that the federal loan maximum has been raised from $5,000 to $10,000 the need for this type of integration has been eliminated. Nevertheless, OHRP will continue to provide loans at interest rates that are geared to family income and range from no interest for adjusted family incomes of $3,000 and less to a maximum of eight ges, gent for incomes of $8,001 to the. OHRP ceiling of $12,500. Under OHRP-,, the province provides loans on a per capita basis directly to municipalitie s that administer the pogram. The main objective of the program is to correct faulty structural - and sanitary conditions and to upgrade plumbing , heating and electrical systems in the owner-occupant's home. OHRP extends home renewal possibilites to owner occupants in any municipality in, Ontario, urban or rural, which has eith er adopted a property maintenance standards bylaw or a resolution setting such standards.
