April fool
April 1 is dedicated to practical jokers
and their victims. If you lost track of the
date this morning , you've probably
already fallen prey to one or more of the
pranksters. They often strike before
breakfast, catching you off guard. Don't
feel bad. It happens to people around the
world.
April 1 refuses to he relegated to the
rank of an ordinary day. h isn't a holiday; it
isn't recognized by our gOv.ernments or by
Our schools; it's seldom praised in songs or
• poetry. Nevertheless its popularity has
survived for three centuries, because it's
the one day in 365 we can fool people and
get away with it.
All Fools' Day is believed to have
originated from at combination of New Year
and vernal equinox celebrations. March 21
marked the vernal equinox as well as 'the
beginning of the New Year, and April 1
climaxed the holiday with the exchange of
gifts.
With the introduction of the Gregorian
Calendar in the ,1500's, both March 21 and
April lost 'their importance. However
some people, through ignorance or
stubbornness. continued to celebrate on
the first of April, and it gradually
developed into a day of fooling and being
fooled. From France, the custom spread to.
England and around the world.
One of the most pcipualr tricks sends the
victim on a wild goose chase, searching for
hen's teeth or. pigeon's milk. in Scotland,
•the "fool" is called an April-gawk!
meaning a cuckoo.When the Scots send
him on a vain' errand, they say, he is
hunting the gowk.
The French ask the April Fool to find
some sweel vinegar or a stick with only one
end. They .call him an April Fish because
. he "bites" the joke and is caught.
In' Lisbon; Portugal, All Fools' Day is
'observed on the Sunday and Monday
before Ulm The Portuguese used to throw

were back then. The April Fool idea. is so,
deeply entrenched in our sophisticated
society that only a hold person dares to
start an enterprise on this date. To he
married on April I brings wisecracks to the
,courageous couple, and pity the 'poor soul I .

doorbell to find no one there? Did you try to
pick a coin off the floor only to 'discover it

During the winter months, the
rush hour for electricity is
between 5 and 7 pm. That's '
when more lights are turned on;
the heat is turned up, meals are
cooked; radios and TV sets
come on. These all add up to
create the rush hour for electricity.

more facilities are needed...

Anything you can do to avoid
the rush hour will lighten the load.

from $5.000 to $9,500 and there's
$21,000. included in this year's
budget for travel and convention
expenses that wasn't there last
year.
The history project last year
cost $10,000. This year, only
$1,000 has been set aside.
Turning to the general admini-
stration budget, salaries account
for a large part of the increase
from $150,700 last year to
$178,500 this year. Salaries have
gone up 18 per cent - from
$100,000 to $118,000. Likewise,
employee benefits and work-
men's compensation have
increased nominally.
expenditure of 13.7 per cent more
than in 1975, the county levy will
remain the same.
As Reeve Gerry Ginn said
following the meeting: "That
should help soften the blow for
the 'taxpayers in 1976." Reeve
Ginn like many other ratepayers
is looking forward to a heavy
increase in the cost of education
throughout the county this year.
The total, county budget is
$7,710,664. That's $466,522 more
than last year's total ' of
$7,244,142.
After government grants and
other revenue, the county
ratepayers will be asked to
contribute $1,528,000 - exactly
the same as last year. However, it
has been necessary to use the
accumulative surplus of $416,383..,
to maintain the levy at last year's
figure.
Included in the 1976 budget is
provision for increases to the
reserve funds: working capital,
$150,000; hospital reserve,
$200,000; employee benefits,
$150,000; and capital works
building, $20,000.
Looking at the individual
budgets within, the total budget,
general government is up from'
$78,800 in 1975 to $94,850 this
year. County council sessions
won't cost any more - $32,000
again this year - but the warden's
salary and his pay for other
meetings is up from $,000 to
$6,200 and the county committees
will cost $4,000 more this year -
$16,000 instead of the $12,000
budget ed last year.

Things like office supplies,
equipment, postage, telephone,
travel expenses and legal fees are
all up.
The general maintenance
budget is up from $110,42$ to
$114,152. Again, salaries and
expenses like fuel, utilities and
telephone have all increased.
The county road budget is
actually down from $2,561,000 in
'1975 to $2,493,600 in 1976. Road
maintenance is up from $665,000
to $771,000 as is overhead and
machinery from $403,000 in 1975
to$473,000 this year. But ,total
road construction is down from
$900,000 to $813,600 and
boundary bridges this year will
cost only $97,000 as opposed to
$325,000 last year.
The health budget is up
$26,120 - from $466,700 in 1975 to
$492,820 in 1976. Salaries are all
up, of course, including fees to,
board members Equipment and
materials are down slightly, but
rent and utilities are \ up.
Added this year - at the
government's order is a family
planning program which will cost
$57,900. This particular item was
questioned during the session by
Morris Reeve Bill Elston who
commented, "We're getting
some things we don't need while
some things we ,need we're not
getting." •
It was pointed out to Reeve
Elston by Medical Officer of
Health Dr. Frank Mills that the
provincial costs are soaring for
medical care of young pregnant
.women. he said family planning
services, are designed to prevent
ever-increasing costly incidences
across Ontario.
Plumbing and Environment has
increased in cost from $44400 in
1975 to $75,500. This:department
is subsidized by the government
to the tune of $21,750. Inspection
fees will bring in another
estimated $33,750. Direct cost to
the Huron County ratepayers will
be $20,00.
The Children's Aid Society
budget shows the results of
severe governMent cutbacks. The
province will this year, pay
$341,898 toward a total Midget of
$439,775., Cast year, Ontario
provided $321;246 of a total
budget of $405,092. The county
this year will kick- in $97,877 as
opposed to $77,904. In other
words, both the county and the
province are adding about
another $20,000 each,
Salaries and employee benefits
are up but office expenses
training and conference expenses
as well travel allowances are
down. It is understood the CAS
budget was "cut to the bone" 'and
according to Bruce Heath,
director, every effort will be made
to provide service equal to that
provided in previous years.
Social services too, is hard hit.
The county this year will actually
pay more toward social services
while the province will pay less.
Huron will contribute $103,550
this year, $1,575 more than last
year. The province - will pay
$378,206 - $8,100 less than last
year.
General assistance is expected
to cost $283,900 in 1976 - $7,700
mroe than last year's figure of
$276,200. Payments for citizens in
