I would now like to give you a "brief idea of how I can assist you „and outline ,my role- as your representative at Queen's Park 'and Member of the Opposition Party, Constituency problems with which MPPs are asked to assist have increased in acetIrdance with the complexity of goVermnent and public awareness of the extent to which elected officials are in a' position to act as liaIson agents between the people and official- dom. Members help constituents unravel the proverbial red tape with' respect to everything from birth certificates to Old Age , Pensians payments: Workmen's Compensation; Family Benefits; OHIP coverage - vir tually anything involving' the Provincial Government. In addition,„people seldom differentiate between the Provincial and Federal spheres when -they are in need of help, and we find ourselves keg with Unemployment Instirance, Immigration problems, etc. in To co-operation with Oar federal co mTh Wee as partisan", .and if "spokes:thin in some cases seems too strong terin, he is certainly a listener and a reporter or conduit in all these. situations." Of course, to be an Opposition . &limber.. does not mean that one automatically opposes goyernm'ent propaied legislation. Nevertheless, while in. the Legislature the Government seeks to exploit its achievements, defending its •policies and administration, it is the Opposit: tion's responsibility to put forward constructive probing and investigating L b. opening a constituency office in the Devon Building on „the Main Street of Exeter.: A secretary will be on duty from lylonday to Friday from 1 to 5 to take calls. Ministers of the Government about matters of local importance in the home riding - highways, hospitals, sub-divisions, schools, recrba- tional facilities, environmental. problems and so on. It's difficult ' As the Camp Commission points out, "it is -difficult - almost impovible to (Wavy a-line between the role of the constituency spokesman and legislator and .,.‘• ‘. [By Jack Riddell, M.P.P.) In , June, , 1972, the Camp Commission„on the Legislature was appointed, to study the function of the Legislative Assembly with a view-to making --.-recommendations, with particular reference to the role of the Private embers, and how their partici- pation in the ' process of government, may pe enlarged, including services, facilities and benefits provided tethe Members of the Assembly, As a result of a recommen- dation by the Camp Commission more secretarial and support services are available at Queen's 'Park, and as of Fetiruary 1st, 1976, Ideal "Constituency ' Offices" will be established and paid for by the Legislative • Assembly. These offices should help Members - to deal With the problems' of their, constituents with the minimum of delay, and also provide a location where he Member is easily accessible those he represents, when he is in . the home riding. New Office Government proposals, 'and putting forwp?d alternatives. Opposition Parties appoint Members to criticize the specific Minist ries• of Government some- times called a "Shadow Cabinet" and the function of theie Opposi- tion 'Critics is to prepare and express a continuing critique of the Government at every opport tunity, especially in the Legisla- ture, directly to the various ., Ministries and through the media Ihis,is not merely a matter of party politics or gamesmanship, it is a direct responsibility, for a government is frequently only as responsibje and responsive as its Opposition foreq it to be. Over the years, Standing and Select Committees of the Legisla- ture have handled an increasing amount of legislative work, and MPPs spend many .hours serving on these Committees. Standing Committees relate very closely to the day-to-day work of the Legislature, while Select Commit ttees are appointed to investigate and study specific subjects, such as the Utilization of Eductional Facilities, -Company Law, Con- sumer Credit, etc. At this time. a Select Committee isenquiring into Hydro's proposed •bulk power rates. The Camp Commission expres- sed the opinion that "major steps are• necessary in order to free the Member for more time add attention to be given to legislative duties", and "it seems clear from views expressed on the executive side that sessions are going to lengthen rather than shorten, tha there will be more not less committee work". The irhplemen- tation of• the various recommen dations of the Commission, inclu- ding the•establishment of Consti- tuency Offices, are certainly a step in the right direction. $500 was given ,to the Huron County F ederation of A griculture., ,by Morris Township council at their meeting Thursday, Feb. 5th.
