Might 1' respectfully suggest that the
recent fiasco regarding the closure' of the
Goderich „, Psychiatric Hospital raises
serious questions about the competence of
t e present Minister of Health and his
con 'nuity in office.
T e Minister's action in closing a major,
efficient and progressive hospital without
prior discussion at a local level, arid indeed
without apparent reason at any level,
would appear to be bOth arrogant and
ignorant. Questions , regarding 'the
Minister's resignation 'inevitably arise.
Should a lawyer, an architect, a pilot, a
doctor, or any other man in a responsible
position in this society exhibit gross
professional ignorance and,. arrogance
which endanger the welfare and livelihood
of other people, he would, not only be
"asked to resign" but he would almost
certainly „find himself out of a job and
possibly into a court .of law as well. Arid
rightly so. If a Minister of the Provincial
Government can behave in a 'similar
rnanner and continue unquestionably in
office then 'we have in effect one la -W—TOr
government ministers and one law for the
rest of society; that is to sax we, have a
totalitarian state.
The implications •of • the , Goderich
Psychiatric Hospital closure are extremely
serious, not onlyfor those sick people who
are to be deprived of this facility, not only
for numerous hospital employees
concerned and .not only for the other
ancillary-services which rely on the GPH
for their proper functioning. The impli
cations of this Closure are serious for every
man. woman and child in Ontario since it
sets a precedent and establishes a principle
that a government official can, without any
reason being given, _deprive the people of
what is rightfully theirs. Furthermore, the
same government offiCial can apparentlj,
, refuse to provide reasons for his action and
can refuse to reverse his decisions in the
face of the . expressed vvisheS of the
majority, e community; this is in itself a
direct .ne tion of the democratic process,
••., If 'this precedent is • •allowed to pass
unchallenged, the liirther implications are
truly horrendous insofar as there is nothing
to stop the ProvinCial Government closing
general hospitals at will ant) indeed closing
down other public , facilities such as:
ambulance services,. police forces, etc.
. There are apparently two currently'
circulating misconceptions regarding
closure of the Goclerich Psychiatric
Hospital. The first of these is that the
Provincial Government in some way
"owns" the hospital and can do with it
what it will, All Ontario Hospitals are
financed directly or indirectly from public
funds and are the property of the people of
Ontario; the' Ministers of the Provincial,
Government are paid considerable salaries
and receive considerable fringe benefits
from their positions as administrators and.
'custodians of these communally owned
facilities.
The .second current misconcept ion' is
that health se-vices in this Lrovi'nce are
becoming prohibitively expensive. the"
government's own figures show quite.
conclusively that health and hospital costs
have certainly not been taking an
increasing portion of the Gross Provincial
Product. Interim budget figures show that
the total provincial' government
evrkditures for all health services in 1974
arnounted. to $2.525 billion; this
represented-. 4.4% of Ontario's Gross
Provincial Product .Of .$57.3 4975
Budget estimates show health expendi-
tures of $2.886 billion and a GPP of $64.5
billion; again a rate of 4.4%: Not only is •
there no evidence there of runaway
spending, but the rate •is actually lOwer
than it was in 1970 (4.5%), 1971 (4.7%),
and 1972 •(4,5%).
A study of Ministry of Health annual
reports also reveals that the public
hospitals' share of the GPP has not
increased at all in recent years. Although
actual gross operating . costs have
apparently risen from $860 million in 1970
to an estimated $1.64 billion in 1975, the
GPP, percentage has remained remarkably
constant; 1970 - 2.4%; 1971 - 2.5%; 1972 -
2.5%0; 1973 - 2.4%; 1974 - 2.4%; 1975' -
2.5%. Even the increase in gross operating
costs, adjusted far an annual inflation rate
of say 12%, do not provide any evidence of
runaway spending. This suggests
considerable success, ,on the part of the
public hospital management in controlling
costs while maintaining a, high level of
health care services. It also is interesting to,
point out that at' a Federal level, as Mr.
Lalonde recently said, Canada's rate of
'overall health• spending is
declining (Canada has apparently reduced
its rate of health spending to less, than 7%
of'the gross national product while in other
countries' this spending continues to go up
and in Sweden and the United States now
accounts for 8% of the GNP):---
One suspects the real reason for the
closure-C the Goclerich Psychiatric
Elos ifal is a petty matter of financial
ling of differential F ederal grants with
spect to psychiatric hospitals and mental
etardation centres. The prinaPies a'i'd
practice .surrounding the closure are
nevertheless so important and so serious in
relationship to the continuity of what has
been a democratic Community that I again
suggest that serious questions must he
asked regarding the, resignation of the
current Minister of Health.
Government today appears to be carried
out by politicians rather than statesmen.. I
think we would nevertheless do well-to
bear in mind the words of at least one
statesman, George Washington, who said
"Goverrintene is not reason, it is not
eloquence - it is force. Like fire it is a
dangerous servant and a fearful master;
never for a moment should it be left to
irrespOnsible action." The Minister's
action in closing the Goderich Psychiatric
Hospital is, I submit, irresponsible action.
