I Was raised ten miles north of
Seaforth and went to Seaforth
High. When I married we lived in
Seaforth for five years.Now we
are listing in Exeter, For the last
eight years the Expositor has
been my main link with the past.
Every week we looked forward
to visiting and shopping in
$eaforth. Fairs,Dances and other
entertaiment centered around my
home town. The paper kept us
informed of these events.
My high school friends, my
neighbours, my parents, and my
relatives are living in Seaforth
and the surrotinding community.
As my friends grew up and
got married, each week I would

the Expositor for my scrapbook.
While attending Teachers
College, I composed a book on the
History of Seaforth.
Much of the research for this
project came from the Huron
Expositor.
I learned all about the pioneers
that built and made our town.
'Again the Expositor kept us
informed on current affairs with
our neighbours and friends.
Deaths, births, social
engagements are all part of the
paper. The sad and happy events
are all part of our daily life,
Without the paper, I might net
learn of the changes in Seaforth
and the community.
When you leave your
community, it is with sadness,
but by keeping informed, y ou
feel you haven't really left, and
stilt think of Seaforth as my home
town.
As you celebrate your
Centennial, I wish you all the
success, now and in the future,
Good Luck, I'll be reading about
you.

Council looks for a solution

With money tight this year,
Seaforth's council may face a
decision between two expensive
projects. arena renovations or
an improv'ed water supply
system.
The A rena Board has to submit
its plans to council for an addition
and renovation of the arena.
The town is being encouraged
to do this by the board of health
who warned council that there
were insufficient washroom
facilities in the arena.
The final plans submitted just
this spring calls for the total'
expenditure of $289,000 and
would require council to take out
a debenture for $250,000.
The Public Utilities
Commission would like council to
takeout a debenture of $500,000
for the revamping of the Water
system and the construction of a
600,000 gallon water reservoir.
Just this Monday, council
appointed a special committee to
investigate the need for the
proposed expense. An alternate
proposal suggested at Monday's
council meeting was to debenture
only for $250,000 and the rest as
the amount was needed.
Walter Scott said he didn't feel
a reservoir as large, as 600,000
gallons is really needed but the
PUC are only following the
recommendations of the
Canadian Underwriter's
Association and study dote by an
engineering firm in 1969.
The need to provide diesel
standby units in ease of pump
failure would ensure a reliable
supply of water.
The use of the new well would
increase the supply capacity and
solve many, of the emergency
problems the town could face if
the old No. 1 well broke down.
If council tries to debenture for
hoth projects, it would have to
debenture $750,000.
• If this was done, the Ontario
Municipal Board would likely
reject one of the projects because
it prefers debentures to not
exceed 25 per cent of the total
assessment. A debenture of
$750,000 would be about 30 per
cent of Seaforth's total
assessment.
If both projects were accepted,
it would mean Seaforth would be
unable to start any other major
works or to debenture further for
the length of the $750,000
debenture which could be as long
, as 30 years.
Priorities
Mr. Scott said: "I'm not
against the arena, but when you
are talking about prioritieg, water
supply must come first."
It's not like council didn't know
about it before this year, he said.
James F. MacLaren, the
engineering firm recommended
building the 600;000 gallon
reservoir in 1969, he said.
Mr. Scott said he would like
council to debenture 5500,000,
but the PUC would do the project
in stages. The first year, it would
withdraw about $25b,000 to do
the most important work, and let
the rest stay ,in the bank 'until it
was needed, he said.
This would save it from having
to wait for another application to
be accepted and processed, he
said.
Councillor. Charlie Campbell
was one of the councillors who did
a private study of whether
Seaforth really needed the extra
holding capacity.
He said he is not in a position to
say whether the town does or
does not need it, but feels the
decision can not be made in a
"hurried fashion."
From looking at the water
supply of other towns he said
Seaforth is a little better than
some and a little worse than
others.
When asked if it was a question
of the arena or the reservoir, h
said that right now council can
look at both areas. "1 know we
can trim costs at the arena," and
he suggested costs could
probably be trimmed on the PUC
proposal.
Councillor Campbell said he"
didn't feel council could do both
on the scale that was being talked
of.
Many Questions
Councillor Jim Crocker said
other communities don't have a
reservoir nearly as big as the one
being proposed. he said at
present there are 'too many
unanswered questions of whether
we need a reservoir that big or
some type of pumping system.
• "I personally believe that a lot
of water is being wasted. People
can't expect to water their lawns
and gardens all day tong," he
said.

apartment dwellers for example
pay the' same water bill as their
neighbor who waters his lawn all
day.
"I know consumption would
drop a certain amount If it was
metered,," he said.
