A return to' the days when
people became involved with
enthusiasm would go a long way
in clearing today's problems
guests attending the annual
Seaforth Lion's Club,- Rural Urban
night Monday. were told:
The speaker Was ,Josepli
Connell, General. Secretary of the
Kitchener Waterloo YMCA. He
averages one hundred speeches a
year to audiences across Canada,
the United States and in Europe.
Recalling that Canada was
,settled by people who each
regarded it a's a duty on his, or her
part, 'to assume individual
responsibility' Mr Connell said
without these commitments there
never would have' been the
growth and development which
we have experienced. "
"Canada is the great country
we know it today because In the
past each of us did more than was
expected and did it with'
enthusiasm" he said,
Today we wait for somebody •

articipating in the demOereic,
process by voting or servieg
public bodies and taking 'part in
the _community where we owe

Activity of the Lions Club was •
typical of the service to which he
referred, he said s as recalled
the contribu tion the Lions had
made during fifty years of
leadership in the area: • He •
referred to the crippled children's
work ,the welfare work, the boys
and girls activity and recalled the
' years during which he had
watched the development of the
Lions Park until today the Park is
regarded throughout much of the
province as being synonymous
with Seaforth. • '
Mr.Connell held the full
attention" of his audience for over
an hour as he coupled his
philosphy and comments with an
unique humor.
'A teaclier,...his activities in and
contribution to the Kitchener
Waterloo area have been
recognized by having, been the
'only person to have been named
,citizen of the year on two
occasions in 1959 and 1963.
The donations he receives as a
-result • of his, speaking '
engagements in turn are
contributed td ' the Y.M.C.A.
youth development fund which '
supports youth work,
Proceeds from the meeting are
being contributed to the Lions
Easter Seal Campaign.
The annual event assumed new
dimensions this year when for the
first time ladies were included
among the guests, a fact
emphasized when greetings were
extended on behalf of Seaforth by

expenditure ceiling per
'elementary school pupil would be
raised $50 in 1975 came in for some

Roman Catholic School Board's'
meeting in Seaforth • Monday
night.
Goderich trustee Vince Young
said in his opinion Wells was
getting "a lot of print but not
saying much", because although
the ceiling per pupil was up, most
boards face a declining
enrolment. Business
Administrator Jack Lane said the
per pupil allotment was based on
the average daily enrolment
calculated three times a year.
Mr, Young said
announcements like_ Wells' make
negotiations harder because
people think We're getting a lot
more money." Mr. Lane
commented that the board still
doesn't know if the province will
increase • their grant share :
proRortiopate to the ceiling
increase.
"He (Wells) is looking for votes
and it looks good", was Mr.
Young's comment. .
The 1975 budget cannot be
drawn up until budget regulations
come from the Ministry Mr. Lane
said, and they cannot be eipected
until some time in April. -

purposes in Goderich was up only
$9,000 when there is so much
building going on there. "Either
Catholics are moving out of
Goderich or opting to support the
public Schools, because of cost",
he said.
Mr. Lane said the, assessment
roll computer printout had
identified ail Ctholic families with
school age children in the public
system. "Maybe this could assist
you in figuring this out."
Board ChairmanTeahen and
, Director of Education John Vintar
reported on "a visit to the Early
Childhood Education Centre of
Conespga College, Doon.
Assistant Superintendent Joseph
Tokar said the Ministry of
Education's philosophy on
primary. curriculum, entitled
"The Formative Years" would be
presented to local principals soon.
Trustee Ted Geoffrey was
appointed to attend the Ontario
Conference on Education,
designed to give an international
and national overview in Toronto
on May 7 - 10.
The board okayed participation
by sen.i.pr students irf Goderich's
Arbor Day celebrations.
Trustees' were notified of a
- Family Life Educators conference
in Windsor hi.April and a dinner
with a speaker ore \ emotionally
disturbed children to be held by
the Perth County Mental Health
Assocaition on April 9 at St
John's Church hall in Stratford.

reported that painting had been
done in several schools at a cast of
$3,893 and fences installed at two
schools.
On a recommendation by
trustee Ron Marcy the chairman's
honorarium was discussed. Under
new provincial regulations the
chairMan is allowed an additional
allowance of half a trustee's pay.
Chairman David Teahen asked
that his salary remain as in past
year's, an allowance of one third
trustee's pay and the board
agreed. . •
Trustee John O'Drowsky
reported on the*OSTC conference
for newly elected trustees that 'he
attended along with trustees Greg
Fleming, Ron Marcy and William
Kinahan. The new trustees made
two recommendation's, that the
boar d learn more about what is
actually being taught in the
schools and that in service
training be provided for new
trustees at the local level, The
board will discuss these points at
a later meeting.
A policy on board press
releases will be made by the
policy and bylaw committee in the
near future, according to a motion
proposed by Michael Connolly.
