Nonetheless, the Solandt
Commission chose to ignore the
route which recommended that
the 'Escarpmedt bs, crossed at
Rattlesnake Point -permitting the
Kitchener-Waterloo line to be
routed via the 401 crossing. This
would eliminate the crossing of
the Limehciuse area south of
Georgetown as is now the case. A
security line could then run from
the Bruce station to Essa- and
down the already existing Essa-
Kleinberg corridor.' This route
would be •shorter,- 'cheaper and.
'eliminate corridors through prime '
agricultural land.
The Government's planned
Hydro corridors have a potential
of 70;000 to 80,000 megawatts,
-while ,the .overall needs for the
entire Province today are between.
12,000 and 13,000 megawatts. If
the Government insists on pro-
ceeding with the current pro-
posals of Ontario Hydro they/Will '
be setting a 'pattern of encourag-
ing the already serious problem of
over centra'ization in the Toronto
area 'rather than protecting and,
conserving our prime agricultural
farmland. Obviously, Hydro has
not disclosed their real plans for
hydro expansion in this Province.
A major problem •A with the
'Ontario Hydro expansion pro-
gram lies in the fact that the
justification for this expansion is
simply the extrapolation of a
demand curve. Hydro has
foreedgf -rdbubling of deniand
every'10 years since this has been
the pattern in the past. Ontario
now consumes twice as much
energy, per capita as mOsttl,
European countries and 'this
proportion is still increasing.
However, the ultimate benefits
to be received nr the penalties to
be ' paid • have not yet been
determined. Ontario Hydro has
not I presented their Plans to 'the
people or discussed their alterna-
tives.
It is 'of major importance that •
Ontario Hydro place greater
emphasis on conservation and far
less emphasis on expansion.
Clinton. and Goderich will be
guests at the meeting. Officers of
Ouronic are being asked' -to
present a tableau and those of
Goderich are to conduct opening
and closing ,exercises.

mental study released by Ontario
• Hydro in 'January 1975.
These projects comprise
Ontario Hydro's expansion pro-
gram from 1977 to 1982.

was extensively studied by Bruce
Howlett Incorporated, an ' inde-
pendent organization whose
411` findings were reviewed by the
Solandt Commission; this was .not
the case with the Bradley to
Georgetown transmission route.
Capital Costs
The decision of the Provincial
Government to expand facihtles,
at the Bruce 'Nuclear Power Plant
• to provide hydro-electric power to
the Toronto area will incur capital
costs of many millions of dollars,
' * and will necessitate numerous
heavier transmission lines across
.the prime agricultural and scenic
areas of South Western Ontario.
The environmental report for the
Bradley. to GeorgetOwn route was
released by Ontario Hydro last
January. Oil this case, however,
Ontario Hydro has been per-
mitted to do their own„ study
without the benefit of an inde-
pendent group and without
independent public hearings:

Of great concern to the people
of Ontario today is the Provincial
Government plans for the- expan-
sion of Ontario Hydro transmis-
sion lines throughout the
Province. It was back on July 11,
1914, that the former Minister of
Energy, Darcy McKeoughout-
$`:
lined the plans of the government
and of the Hydro Corporation

hearings. "Any route selected by
Hydro will greatly alter the lives
of ,the people affected. Yet the
manner in which this route was
chosen is- unresponsive to the , needs of the people.
Throughout the Bradley to
'Georgetown route hearings con-
ducted by Ontario Hydrb, the
view continually expressed by
them was that the ,transmission
lines were being built to service
the local, area and provide power
specifically to the Kitchener area

Kitchener area from the' Bruce

public participation and then

Obviously Hydro has 'assumed
that their long range plans are
going to be approved. ' The
Bradley to 'Georgetown
. "northern" rpute is inappropriate'
and illogical since the primary
market for the - •Bruce power '
should be the Kitchener-WaterlOo
area.
Further, Ontario Hydro has not
substantiated their contention ,
that the route recommended for
