Nonetheless, the Solandt Commission chose to ignore the route which recommended that the 'Escarpmedt bs, crossed at Rattlesnake Point -permitting the Kitchener-Waterloo line to be routed via the 401 crossing. This would eliminate the crossing of the Limehciuse area south of Georgetown as is now the case. A security line could then run from the Bruce station to Essa- and down the already existing Essa- Kleinberg corridor.' This route would be •shorter,- 'cheaper and. 'eliminate corridors through prime ' agricultural land. The Government's planned Hydro corridors have a potential of 70;000 to 80,000 megawatts, -while ,the .overall needs for the entire Province today are between. 12,000 and 13,000 megawatts. If the Government insists on pro- ceeding with the current pro- posals of Ontario Hydro they/Will ' be setting a 'pattern of encourag- ing the already serious problem of over centra'ization in the Toronto area 'rather than protecting and, conserving our prime agricultural farmland. Obviously, Hydro has not disclosed their real plans for hydro expansion in this Province. A major problem •A with the 'Ontario Hydro expansion pro- gram lies in the fact that the justification for this expansion is simply the extrapolation of a demand curve. Hydro has foreedgf -rdbubling of deniand every'10 years since this has been the pattern in the past. Ontario now consumes twice as much energy, per capita as mOsttl, European countries and 'this proportion is still increasing. However, the ultimate benefits to be received nr the penalties to be ' paid • have not yet been determined. Ontario Hydro has not I presented their Plans to 'the people or discussed their alterna- tives. It is 'of major importance that • Ontario Hydro place greater emphasis on conservation and far less emphasis on expansion. Clinton. and Goderich will be guests at the meeting. While the "Northern" security route from the Bruce Station to Milton has been approved, the approval of the second or "Southern" 500 KV corridor to carry power from the Bruce Station to ,Kitchener is being withheld pending review of Hydro's long-range ,plans. • We in the Liberal • Party are with respect to the generation of greatly concerned and, have electricity and its distribution. raised serious objections to the Ontario Hydro's goal is for the fact that Ontario Hydro has done construction of nine new nuclear their study' in-the absence-Of power stations-'by 1993 - at a cost .. independent consultants Or public of more than $105 billion. Ale plaits call for two thirds of the Province energy needs to be supplied by nuclear power within 20 years. The five projects approved for construction in' July were; con- stFuction of a '2,000 megaWatt oil fired generating station at Wes- leyville in Hope Township, a second nuclear station at -Pickering and two heavy water plants . fOr the, Bruce nuclear generating' plaht. This would involVe a total investment in " exeess of $2.6 million. The major trapsmission corri., dors that were crioSen were a 500 KV transmission line from 'the 'Mid,dleport Transformer station, near Nanticoke( to the Cherry- wood Transformer station: near Pickering, at an estimated cost of $360 million and a '500 KV line from Bradley Junction to Orange- ville through the Limehouse 11 ,crossing south to Milton and the Toronto area. • In the eastern . part of The The first logical thing to do. r1 Province,' along Lake Ontario, therefore, would be to complete Commonwealth Associates ; the power line -to Kitchener and Incorporated, an inde pdent then.to Toronto. The route shot& ) organization has studied th route for a transmission corridor between the Pickering and Lennox generating stations. .T heir findings are now -being reviewed by the. Solandt Commis- sion., a commission established by the Government to discuss 'the matter with Hydro, the public and interested groupS and make recommendations. In addition fo this Government approved program, Ontario Hydro has plans for a second 500 KV corridor to join the Bruce • complex td the Toronto area, and has expressed the need to supply ' '500 KV power to the London and Kitchener areas by. 1980. The. supply of 500 KV 'power to Kitchener formed part'of. the Bradley. to Georgetown Environ- mental study released by Ontario • Hydro in 'January 1975. These projects comprise Ontario Hydro's expansion pro- gram from 1977 to 1982. R Included with the statemeni of July 11, Was a report by Ontario Hydro entitled "Long Range Planning, of the Electric Power System'. ,This_neport is to form the basis for" the expansion. program of Ontario 14ydro from - 1982 to 1993. The date for public hearings into these plans have 'not yet been announced but are to 4 . begin later this year. At these hearings, Hydro plans to present for discussion, a range of possible long term power growth ..rates ranging between 4, and 10 per - cent per annum. . While the Nanticoke to 4sickering transmission corridor was extensively studied by Bruce Howlett Incorporated, an ' inde- pendent organization whose 411` findings were reviewed by the Solandt Commission; this was .not the case with the Bradley to Georgetown transmission route. Capital Costs The decision of the Provincial Government to expand facihtles, at the Bruce 'Nuclear Power Plant • to provide hydro-electric power to the Toronto area will incur capital costs of many millions of dollars, ' * and will necessitate numerous heavier transmission lines across .the prime agricultural and scenic areas of South Western Ontario. The environmental report for the Bradley. to GeorgetOwn route was released by Ontario Hydro last January. Oil this case, however, Ontario Hydro has been per- mitted to do their own„ study without the benefit of an inde- pendent group and without independent public hearings: ark's Jottings • . .Hydro expqnsiorl to Of great concern to the people of Ontario today is the Provincial Government plans for the- expan- sion of Ontario Hydro transmis- sion lines throughout the Province. It was back on July 11, 1914, that the former Minister of Energy, Darcy McKeoughout- $`: lined the plans of the government and of the Hydro Corporation 6 hearings. "Any route selected by Hydro will greatly alter the lives of ,the people affected. Yet the manner in which this route was chosen is- unresponsive to the , needs of the people. Throughout the Bradley to 'Georgetown route hearings con- ducted by Ontario Hydrb, the view continually expressed by them was that the ,transmission lines were being built to service the local, area and provide power specifically to the Kitchener area efich is the closest major load ' centre., Hydro his-further stated that by 1985, 2,800, Megawatts of power would be required in the Kitchener area from the' Bruce generating. station'. and 5,600 megawatts by 19 5 However, ' the present proj ed "n hero" Bruce line make no effort to approach the closest load centre. Kitchener is left without new supply' and the other routes are misplaced as a result. Logical be studied by an independent group and through public hearings. After this firit priority decision has been made l the long range planning can be decided through public hearings. Hydro's long range plans have 'n,pt been publicly discussed, ,but their arguments at the Solandt Commission .hearings point to approval of a backgroud program to establish generating stations around the Western perimeter of the Province.. It seems that Hydro has made their long range plans, held supetificial hearings, merely going through the motions of public participation and then simply proceeded to do whaf it' had intended to do from the outset. - Obviously Hydro has 'assumed that their long range plans are going to be approved. ' The Bradley to 'Georgetown . "northern" rpute is inappropriate' and illogical since the primary market for the - •Bruce power ' should be the Kitchener-WaterlOo area. Further, Ontario Hydro has not substantiated their contention , that the route recommended for Lower Interest Rates NOW AVAILABLE ON- 1st. and 2nd.
