-There's a thin line betvbPeetft life and,
death. It is called ice.
Every winter people drown because they
crash through ice surfaces on ponds, lakes
and rivers, "Tiny tots venture onto the first-
---fragile glaze; adults take cars and snow-
mobiles far frorn shore; teenagers become
impatient to start the skating season.
The Red-Cross Water Safety Service has
some tinily tiplfor winter ice safety. Talk
them over with 'your family at supper
tonight. It's a discussion that could save a 0
life.
--Ice should be at least' our inches thick for
skating and eight inches thick for snow-
mobiling.
--Weither conditions with
freezing and thawing weakens ice struc-
ture. Air bubbles form in the ice and it
becomes "rotten".
--San shining through ice onto sand is
reflected back up, weakening the under-
side.
--If someone breaks through, stay back

and don't stand until yoU are sure it can

--Be sure your hildren understand the
hazards of frozen water surfaces in your
neighbourhood. Until you know the ice is
strong enough, know where they are all the
time. Ice is a tremendous attraction,
especially to' young children.

Supplementary estimates
providing for the spending of an
additional $496 million by the.
provincial government in ti:::
current financial year were
presented to the Legislature this
week.
They show that the province
will need that, amount, over and
above the 8.3 billion listed in the
April budget to pay far its various
programs until the end of March
1975.
Much of the- increased spend-
ing is by the ,Health and
Education Ministries.
The total cash deficit put at
$847 million on October 31st
could rise to about $900 roillidn by
the end of the year according to
some Treasury estimates.
A new Ministry of Culture and
lecreation is to be established by
th.54.4012itario Government. .
Legislation is expected soon to
protect buildings that. are of
.historic or architectural value.
- • The Ministry of Culture and
Recreation will inherit certain
responsibilities from the
established colleges and
Universities and Community and
Social Services Ministries.
The Education Act 1974 was'
passed this week and among it lt
274 sections is sectitt 49 wide
permits parents of children
attending ,a public or secondary
scriotl to visit the school at any
time. The same privilege is
extended to Members, of
Parliament and Clergymen to
visit any school within their
constituency or district as the
case may 'be. •
The idea behind this is that
parents 49, have the right, to visit
educational facilities where their
children are bding edticated and
for which they are paying.

Minister, Wm. Newman. the
environmentalists re unhappy:

in the report that retailers be
required to carry returnable soft
drink containers of the -same
bra nds and sizes they now cairy ,
in non-returnables• and the
suggestion thal deposits on beer
bottles be increased: Over 96% of,
beer bottles :are relurned now.
Mr.' Newman said the
GOvernment position on banning
non returnable containers
"blends positive improvements to
our environment with the
minimum disruption , to
employment; investment and
minimum additional 'cost to thP
consumer",
He further Went on to- say that
next year he intended to sit down
with the industry and work it out.

It may be better to give than to receive, but no one ever intended
that you should aimlessly throw away motley in the way you . •
spend money. for presents. That is exactly what Thousands of
parents do each year when buying toys or gifts for their children.
Rather than add to what has already been said concerning the
evils of the way in which We celebrate Christmas, it would be
more beneficial to discuss ways -in, which parents can get the '
most for their toy dollars.
Before you start selecting toys remember that a toy is basically
intended as a tool 'which will help a child to play freely and -‘•
creatively. Because of this, the toys which ypp,,,givc Jo your
children must -first of all be strong enough to withstand the
normal rough play of a child. Secondly, a toy which does all of the
playing while the child simply sits,back and watches is of little
value to the•chilci.
The ages of your children must be taken into consideration. As
•a general rule, the youn r the child the simpler the toy should
be,This doesn't mea at you should buy toys which present no
challenge to the child. Rather that the child- should be able
mentally and physically to fully use the toy.
Remember that what your chiisays he wants may simply be
what lie has been brainwashed-4nto thinking he wants by
advertising. Make your decisions by watching your children at-
-play,
• Toys vary greatly both in terms of the quality of materials used
and the quality of workmanship. Here are a few things to keep in
mind when buying toys for young children.
' a. Toys or games with several detachable pieces tend, to become
useleSs very quickly after a few pieces are lost. .
b. Most wind up toys or any /type of remote control or
mechanically operated WY, are not strong enough to
withstand the'-normal play a children. They not only break •
easily but also quickly bore most young children.
c. Toys held together simply by glue or staples are guaranteed
breakable. •
d. Toys on wheels should have a one piece axle-wheel
construction. Large plastic toys have wheels which can easily
come apart and they get lost. .
e. Toy guns made of plastic have triggers and firing pins which
' break too wily.. Always check these two things when buying
a toy Win.
f. Battery operated toys are an expensive nuisance. Should you
actually get one which will stand up to the normal play of
your children you will then have to constantly be buying new
batteries to Say nothing of the ridiculous noise which you will
have to contend with.
g. Metal toys can have sharp edges which can injure a Child.
Good toys will cost you more Motley. But it simply makes
better economic sense to buy four or five good toys than fifteen
cheap toys which break three days after you bought them.
