The Huron County Health Unit submitted a by-law for council's approval requesting that all food handling businesses be required to buy a licence. Council felt that no useful purpose could be served by such a by-law and it would just in- crease costs for these busin- esses: They felt that present controls were adequate regard- ing health hazards and, felt the additional costs were not justified as these firms already pay a business tax to the town. Council learned it is now possible to make it manditoryfor -property owners to connect to a sewer system if it passes their property. Council felt they would take no action at this time but would wait till the system is completed until they. look at this matter further. The Seaforth PUC requested that council send them a copy of building permits issued in the town so they avill have an ap- portunity to see that adequate power and water is available for the new building when it is' completed. ,Reeve John Flannery report= Mg' for the,General Government committee asked council to approve the purchase of an Olivetti calculator for the clerk's office at a price not to exceed.$525 plus tax. He read an agreement that had been drawn up for the Optimist Club so they can build a building at the Seaforth Recreation park.. Tenders are to be let for the building of new steps at the library. Councillor Betty Cardno re- porting for the Protection to Persons and Property Committee told council that Auxiliary Con- stable Don McLellan is to be `given one month's notice and will be through on October 10, It had been decided that a finger print kit be purchased for the police department and also pos- sibly a camera. Councillor George Hilde- brand reporting for the arena committee asked council to ap-. point Council'ldr Wm. Bennett co-chairman of this committee. Council agreed. ti He said the committee had decided that no. private stags would be held , in the, arena. Civic clubs,; and organizationS would be allowed to have parties there but the stags' were creat- ing too many problems. Deputy-Reeve Wilmer Cut- hill reporting 'for public works, said the Sparling Street drain had been repaired. A gear box on the mower had been broken and they were still waiting for parts. Tenders were to be called for the painting of the town shed and firehall doors. He suggested the town think about getting a backhoe for the town tractor and added that when a rented'backhoe was used, stand- by time "ost more than the actual time the machine was in use. He felt the saving might be considerable. The present town crew could operate the unit. It was decided to get a des- cription of Chalk Street with the intention of the town seeking ownership of the street. Council cancelled a total of $2,012.69 in uncollectible taxes. Seaforth Community Hospital is to be taxed $50 per bed to a total of $2,200. The Ontario Government passed new legis- lation this year to make this possible. The Hospital will receive a grant to cover this expense. The Mayor and the Clerk were authorized by Council to apply for interim subsidies. A bylaw to control what can be discharged as Sewage into a sewage system was passed by council. Council authorized the Mayor to sign a tax warrant for the sale of properties three years in arrears on taxes. The engineers plans and reports for the Brantford Street Drain were viewed by council. Estimated cost of the drain is between $60 acid $70,000. Council decided to approach the Stratibrd offic'e of the Ministry of Trans- portation and Communications to see what grants would be avail- able.
