Railway Committee of the House of Com-
mons, last weeks. It was a bill to incor-
porate the North American Canal Com
parry, with a capital of $20,00J,000. Power
is taken to construct a canal system from
Port Colborne, on Lake Erie, through
Welland and Lincoln counties, to Port
Dalhousie on Lake Ontario, via the
Nia; aria River in part, thence by way
of Lake Ontario to Dickinson's Lauding,
where another canal to Cornwall is pro-
vided for, also another canal from Lake
St. Francis to Lake Champlaiu, with a
branoh starting in the County of Beau-
harnols and to Lake St, Louis, and
another canal from Lachine to Montreal
harbor by the Hudson. This entire
navigation is tie be of. sufficient dimen-
sions to admit of two of the largest vessels)
drawing 20 feet, passing ono another in
the channels at full speed.

Signs of decay are apparent in the
Conservative power in Parliament.
There are opposite views expressed by
the supporters of the Government.
Those views are in vigorous terms and
ominous gestures. The National Policy
is the chief cause of the trouble. The
people of the country are complaining of
heavy taxation and diverted markets.
Here are a few of the choice sentences
of former ardent National Policy men:
Mr. Pope, of Compton, son of the late
lion. John Henry Pope, Minister of
Railways in the Government of Sir John
Macdonald, who voted against the resolu-
tion in favor of removing the duty on
corn, last session, moved this session the
following resolution : "That it is expedi-
ent to place corn on the free list" and
made a speech in support of free corn.
Being a practicalfarmer himself and a
cattle raiser, he was able to show the
groat advantage of free corn to the
farmer. This year he viewed the ques-
tion from a farmers' stand -point; last
year, he looked upon it through the
green spectacles of party policy. Wisdom
and common sense are asserting them-
selves upon the fiscal policy of the Gov-
ernment.
Mr. Davin, of West Assinaboia, who,
for many years was au uncompromising
supporter of the National Policy and
has during all those years opposed every
motion to reduce the duties on agricul-
tural implements, barbed wire, coal oil,
binding twine, Ac., always cohtending
that the duty did not increase prices.
Force of circumstances has changed his
views, for this session be is among the
formost of tariff reformers. He moved a
resolution in favor of a reduction
of duty on agricultural implements,
barbed wine, coal oil . and binding
twine, and made a characteristic speech

acknowledging by this desire for relief
that the N. P. has overburdened the
masses for the benefit of the classes. It
is pleasing to the Liberal party in the
House and country that the National
Policy supporters are beginning to see
the fallacy of the present fiscal policy
and are falling in with the Liberals to
destroy that systemwhich bus robbed

Mr.,Calvin, of Frontenac, said ; "My
voice is for a revision of the tariff, be-
lieving that it is necessary, with a view
of lightening the burdens which press
upou our people. In regard to coal
oil, I think the result of the action of the
Government has been simply to break
off enough of the decayed limb to show
us how rotten the limb is."
This is another voice from the people,
through their representative, asking for
freedom from a burdensome and exhaus-
tive pollee,.
And, again, Mr. Cockburn, of Centre
'Toronto, said: "I cannot but feel with
gentlemen opposite that they have a
good ground of complaint, and that is,
that the tariff should remain as it is."
This article would be too long if any
lengthened references were made to Col.
O'Brien's or Mr. McCarthy's wholesale
condemnation of the National Policy,
and whose views were endorsed by Mr.
Hodgins, member for Carleton, who
seconded Mr. McCarthy's resolution
setting forth in detail the enormous ini-
quities of the policy of protection.
Farmers, demand your rights. Insist
upon a just equalization of the burdens
of taxation. Mechanics and laborers,
study your own interestes rather than
party politics. Demand cheaper goods,
that you may live and clothe your families
cheaper and better. Remember that
lower duty will give you cheaper goods.
You have this proven and illustiated in
the reduction of duty on sugar, coal oil'
&c. Therefore, you have proof of the
fact that when the duty is reduced prices
are lessened. Don't stultify or sacrifice
you welfare for the success of any party
whose aitn is office and its emoluments.

It was resolved that Mrs. Love's taxes,

she being in the tneentinle in indigent
circumstances. It was further resolved
that in event of the said Mrs, Love con-

next fall would be instructed to collect

you can protect the farmer is a proposi-
tion that it would seem to me a very
difficult one to prove. Above all others,
it is difficult to protect a termer, if he is
a producer of wheat, and for the reason
that be produces a surplus and the mo•
wont he produces a largo surplus and
has to export it, how are you going to
protect him 1" And again he says : "I
