Transport Minister Bernard Pinard also announced that new regulations will require that all snowmobiles be registered with the Transport Department by' 1974. All must carry a regis- tration sticker. The minimum age for snow- mobile drivers after Dec. 1 will be' 10 and ,.there will be severe restrictions on operation of the machines by drivers aged 10 or 11. They will not be allowed to drive on public trails. Even on private property, they will re- quire the written permission of their parents and must be under the supervision of an adult. Drivers from 12 to 15 also will not be permitted on public trails and will require-the same written permission from their parents even to operate a snow- mobile on private property. But adult supervision will not be re- quired. Certificates of competence will not be requested before 1972- 73 drivers' licences are issued. Mr. Pinard said snowmobile drivers shOuld be insured for at least ,$35,000 liability, the same as ' the minimum for car drivers. He said he would consider _making the minimum liability mandatory if it became clear that the operators "do not wish .to accept their civil responsi- bility voluntarily." Under the new regulations, snowmobile operators will not be allowed to drive faster than five miles an hour within 100 feet of other sportsmen. Skiers, snowshoers and other pedestrians must keep off snowmobile trails. Ralph Plaisted, the man who led a successful expedition to the North Pole on snowmobiles, today spends much of his time speaking to school and civic groups about snowmobile safety and"the epic journey. ,One thing Plaisted stresses is the importance of warm, pro- tective clothing for snowmobil- ing. Wind chill_ caused by both wind and machine velocity makes insulated one-piece jumpsuits or moto•ski jacket and pants combinations es- sential. He also points out the im- portance of well insulated boots and mitts for snowthobiling, the kind of • apparel designed especially for the sport. These items are too often overlooked as part of the tdtal safety picture," Plaisted says.
