In a quick policy switch, the
Provincial Government announ-
ced this week that the$150award
to students graduating from, sec-
ondary school with averages of
80 percent or better will be
awarded this year.
Earlier in the week'Minister
of Colleges and Universities
George Kerr announced that the
()Atari° Scholarships awarded by
the Province would no longer have
a cash value.
The Department apparently is
spin to award them thisyear but
cut them oirrnekt --- --
Last year 870,300 was paid
out to 5,802 students. This year
the Government expects to pay
$900,000.
The Minister of Agriculture
.and Food has tabled the Ross
Report on the Egg situation.
Judge Ross who was ordered
to commence an investigation last
September made the following
recommendations:
(i) The Ontario Egg and Fowl
Producers' 'Marketing Board
should be provided with the nec-
essary powers to -administer a
marketing programme with sales
q,uotas and this marketing pro-
gramme should- be developed as_
soon as possible.
(2) The marketing programme
should be instituted without a
producer vote.
(3) The Minister of Agri-
culture and Food should meet
with Federal authorities in order
to reach agreement on the alie-
nation of quotas between prov-
inces, quota transfer and inter-
provincial trade,protices.
(4) Initial quotas should be
allocated according to a com-
bination of recent egg sales of
producers and the capacity of
facilities.
(5) The responsibility for the
-initial-allocation and transfer of.
quotas should be assumed by the
Farm Products Marketing Board
or a completely independent ag-
ency.
(6) It is preferable if non-
saleable quotas are used.
(7) Contracts for purchase
of started pullets should be made
compulsory 6.nd binding in both
buyer and seller.
(8) A system of weekly/ min-
imum prices to producers should
be instituted as part of the sales
quota programme.
(9) The Egg 'Board should
develop a number of programmes
to encourage expansion in de-
-mend-for egg produets. ---- • •
(10) Access to the market
through a sales quota programme
should be given to individual pro,-
ducers rather than companies
who supply theie producers with
feed and pullets.
(11) A. legal limit should be
set on the volume of eggs that
, can be marketed by any one
individual or corporation. The
maximum quota should not ex-
ceed 3_000 - 45.000 hens.

should introduce a' system of
government guaranteed loans to
provide operating capital to pro-

the cross". Mrs. McCartney .
