GODERICH -- Regional wel-
fare authorities, to be given
jurisdiction over Children's Aid
Societies, homemaker services
and other functions now organ-
ized on a county or other local
basis are recommended by a
committee on child welfare
which has reported to Hon.
Louis P. Cecile, Ontario minis-
ter of public welfare. The com-
mittee, headed by Charles J.
Faster, after two years' inves-
tigation, has reported on legis-
lation, auspices and administra-
tion, finance, staffing services,
protection services and child
care.
The department's press re-
lease states that the report,
now under study by a depart-
mental committee "will lead to
a new Child Welfare Act,"
which the minister hopes will
be ready for the coming legis-
lature session.
Important Change
The "welfare authority" set-
up proposed is not specifically
mentioned in the press release,
but would appear to be one of
the more important changes,
along with remaval of child
guardianship froth Children's
Aid Societies. This, according
to one passage in the volumin-
ous committee report, "will be

Solos, Lessons
Heard Sunday
The morning service at Trin-
ity Anglican Church, Bayfield,
on Sunday, Dec. 27, was con-
ducted by the rector, Rev. E.
J .B. Harrison. Morning pray-
er was shortened to include a
Six-Lesson Carol Service.
The Six Lessons, each follow-
ed by a Christmas hymn or
carol, were read in turn by:
Nigel Bellchanmber, Howard
Scotchmer, William Hulls,
Michael Scotchmer, J. Brown
Higgins and James Cameron.
Soloists were Monica Gem-
einhardt, Rhea Sturgeon, Col-
leen Merner, Lynda Pierson.
and Gayle Turner.
The choir was led by Mrs. J.
B. Higgins with Mrs. Betty Mc-
Leod at the organ.
The inaugural meeting of
council of the newly re-incor-
porated Village of Bayfield will
be held in the village hall here
at 8 p.m. Monday evening, when
Reeve Fred Clift and four coun-
cillors will take the oath of
office and assume the duties
of their offices.
Counoillors Frank McFad-
den. Eddie Oddleifson, Jack
Sturgeon and Joseph Allaire
will sit around the board, hav-
ing come Out on top in that
order. Candidates not elected
to the four positions were Le-
Roy Poth, Adam flowers,
George Bellchamber, Len Smith
and Mrs. George Hopson, who
stood in the! order when the
votes were counted. The reeve-
ship was settled by acclamation
nomination night, as was the
past of area school board trus-
tee M. Merner.
Although there were more
than 500 persons eligible to vote
in the village election, counting
summer rtsidents, it is calcu-
lated that the 215 ballots actual-
ly cast constituted more than 75
percent of the "available" vot-
ers who live here year 'round
or who were within driving
distance of the poll.
Short Hours?
There has been some dissat-
isfaction expressed at the hours
of the vote, from 9 a.m. to 5
p.m., as it was left this did not
give much of a break to those
employed outside the village,
who might have been able to
reach the poll before 6 p.m.
Perhaps another year the hours
may be amended to take this
into account.
