He said the proposals represent
the wish of village residents.
Mr. Murphy, during cross-
examination, produced figures
indicating that, on the basis of
other towns and villages in the
area, there is more than ample
room for "forseeable growth"
within the present boundaries
of the village.
Before adjourning, the board
asked Mr. Bell for information
to indicate how many homes in
the village occupy more than
one lot and how much poten-
tially saleable land there is, it
had been 'indicated residents
wish to retain the status of
homes occupying large lots or
even several acres.

residential village whose main
industry is tourism, summer
residents, and fishing. It has
235 summer homes and an
estimated 686 summer resi-
dents, plus another 300 or so
transient summer visitors.
If not permitted to expand,
he said, it will lose its 'breath-
ing space" atmosphere, become
"packaged in" like other sur-

Bayfield has no money of its
own and so has a reputation
for not 'providing proper ser-
vices or maintenance for the
harbor, beaches, or the river
valley, Which are in need of
attention.
The brigadier said village
assessment since 1960 has risen
from $440,040 to $571,125, of
Which 10 percent is commercial,
the remainder residential He
agreed in cross-examination that
much of the increase is due to
recent assessment.
Land area after annexation
would consist of 112 acres in
roads, exclusive of the high-
way, 131/2 acres in parks, 177%
acres in flood plain, 200 acres
in rough land, 33 acres in high-
way, leaving 7121/2 acres of use-
able land, including a swampy
area and a 13-acres cemetery.
Financially, the village would
be better off by about $5,000
per year if incorporated, said
Brig. Clift. It has always paid
its own way and the figure
quoted allows for the added
cost of administration which
incorporation would entail, he
said.
No Plan?
The application appeared al-
most to founder on the ques-
tion of financing, however,
when Mr. McCrae said the
board wanted a detailed budget
and expenditure, so it could

gram which has been prepared
by the members in the Gode-
iich /and Bayfield area. The
conveners of the different pro-
jects will report and also the
constitution will be presented
to the members.
