Those Higher Prices

Canada's consumer price index topped 140 in
November. In other words, since the yardstick is
based on a figure 100 for the year 1949, prices of
consumer goods and services have risen by 40 per
cent in 16 years.
This represents a very substantial hike in living
costs, but for wage and salary earners there has
been a more than offsetting increase in incomes.
The index figure for the average of weekly wages
and salaries in all types of business and industry,
also compiled by the Bureau of Statistics on a base
of 100 for 1949, now stands at 212 — an increase of
more than 100 per cent over the 16 years. This
improvement in workers' incomes, of course, is
small comfort to persons living on fixed incomes.
Pensions or other forms of savings do not appre-
ciate. Those who have no other source of income
are the ones who really suffer the penalties of
higher living costs.
Higher labor costs have been one factor in the
price rise, but higher government spending must be
another. Back in 1949 total spending by all govern
ments in Canada was $3.7 billion; in 1964, latest
year for which the figures are available, the total
was $14.6 billion. One important element in this
increase has been the rise in public spending on
elementary and secondary school education — from
$407 million in 1949 to $2.1 billion in 1964. Another
has been the rise in spending on health and welfare
measures — from $810 million in 1949 to about $4.5
billion in 1964.
Most people have some idea of how much more
they are paying now than 16 years ago towards
school costs. Even though provincial and federal
spending on education is paid by indirect taxation,
at least the municipal share is shown on local tax
bills — which means higher property taxes for
home owners and higher rents for tenants. But the
higher costs for health and welfare services are not
so obvious. Only a small part of such spending is
paid for by direct charges on the individual tax-
payer.

Bayfield is justifiably proud of
its Library, there are 3000 books
on its shelves, including a com-
plete set of Encylopedia, the com-
plete set of Shakespeare, numer-
ous references books on all sub-
jects, a special "teenage selecti-
on, and many of the latest novels
and biographies.
During 1965 a space heater was
installed in the library , also
two storm windows and repairs to
the front door were carried out.
New books, both fiction and non-
fiction are to be purchased in the
near future.
The following officers were re-
appointed for the coming year.
President, Mrs. John MacKenzie;
Secretary, Mrs. Robert Scotchmer,
Treasurer, Mrs. G. N. Rivers, other
members of the Library Board are:-
