'Prisons of the Province..
The 24th annual report of the inspector
of prisons and public charities. upon the
Fails, prieods and reformatories of the
roviuce being for the year ending Sept
Oth, 1851, shows a marked improvement
during the past year in the furnishing
and sanitary condition of these and in
the classification of prisoners. During
the.year there has been a large decrease
n crime throughout the Province, the
umber of Committals having been 10,.

hen the previous year—a, decrease of
134' per cent. In no year since 1883
ave the committals been so low. The
ecrease has not been peculiar to any

totable decrease is in Toronto, where the
umber of committals was 3,371 last year,
e.s against 3,934 in 1890, or 613 less.
The marked reduction in the number

far and wide and accepted by many as
the truth.
There has lately been established in
Canada, the Catholic Truth Society,
the object is to look after such matter,
probe them to the bottom and expose
their falsity. 1 ask you to publlsth en-
closed correspondence re the above
story, which gives a good specimen of
the work of the new society,and shows
up the absurdity of placing any relic
once on such calumnies that are gener-
ally got up to satisfy the morbid
cravings of a few, and to foster tine
founded prejudices, which should. be
the duty of all to remove.

The following correspondence ap-
peared in the Ottawa Citizen of a re-
cent date :
• Sin,—Will you please insert the
enclosed correspondence referring to
a cable despatch published some weeks
ago. The, story was, we believe. con-
tradicted some time since, but we have
not noticed a contradictian as specific
as the enclosed in any of the Ottawa
papers. The incident should serve to
teach the public to be extremely care-
ful about placing any reliance on press
despatches bearing on Catholic subjects.
Agents of the associated press seem
to take a special delight in misstate-
ment and misrepresentation when they
purport to supply news on Cathulic
subjects, Instances of this might be
cited by the Hundred. A glaring one
occurred during the recent exposition
of tho Holy Coat at Treves. It was
announced through the press that Pro.
fessor Winchied of Leipsic, an eminent
German Catholic, had left the church
and became a Protestant because he
could not accept the authenticity of the
Holy Coat. The facts turned out to
be that Professor Winchied, was one of
the followers of the late Dr. Dollinger
and had therefore not been connected
in any way with the Catholic Church
for twenty years. Another silly story
evidently without any fgnndation what-
ever appeared on b'riday last to the
effect that a priest in the east end of
London who had Learned of the iden-
tity of Jack the Ripper under the seal
of confession,had ou his deathbed sent
to the chief of police a sealed packet
containing the information and inscrile
ed : This is to be opened after my
death ; my lips must never reveal it.
It is scarcely necessary to say that the
seal of confession is absolute and ap.
plies with the same force to written
communications whether to be read
before or after death as to spoken
words. Undoubtedly the East Lon-
don Priest is as great a myth as the
Hatfield Jesuit.

is clipped from a prominent place in an
Ottawa paper of to -day's date:

as published, setting forth the story
alleged to have been told by a lady
visitor at the house of the Marquis of
Salisbury, to the effect that she recog-
nized in an upper servant a man who
once in the garb of a priest bad con-
ducted her over the Vatican. It went
on to allege that the suspent Bleared
out of the house the morni ng after her
arrival, and the .conclusion arrived at
by Lord Salisbury's family was that
the missing snspect Was a Jesuit agent,
and that he had insinuated himself into
the Premier's family for the purpose of
discovering becret matters concerning
the Vatican,
As Such stories are only too readily
believed by a certain class of people
and do ouch harem in fostering un-
1 founded prejudices, I take the liberty
of writing to ask your Lordship what
fouudatinn, if any, there is for the
story.

in -council in the regulations adopted
under the Naturalization Act by which
it is provided that in the case of the
statutory alien who obtains' a certifi'
cate of re -admission to British'nation•
ality within Canada, such certificate,
with the oath of allegiance required to
be taken by such statutory alien or a
certified copy thereof, shall be deposit-
ed and registered in the office of the
Secretary of State for Canada.• It is
understood that the Imperial author-
ites urged the adoption of this regu-
lation.
