Planning In Huron County is
developing as a process rather
than a set of rules or a static
• event: NO elaborate system of
red tape; no plans that just sit
on the shelves. A process is
geared towards change. It starts
with the involvement of numerous
interrelated factors, combines
them, and trys to develop a better
future.
The beginning of the process
have been tackled.
The next phase of the process
was the preparation of an Official
Plan for the entire County - a
first in Ontario. The purpose of
the Plan was to establish a plan-
ning framework for both the
County and the Municipalities.
The Plan was prepared by G. V.
Kleinfeldt and Associates, plan-
ning consultant, and presented in
draft form in March 1971.
The next phase commences -
review at the local level. This
review was carried out both at
the local council level and at
public meetings. In July three
public meetings were held to give
the public the opportunity to voice
their comments directly. This
review led to changes. The draft
Plan was amended.
The next phase is presentation
,to County Council. Acceptance at
this level sends the Plan to the
Department of Municipal Affairs
for provincial scrutiny. Accep-
tance at this level makes the
Plan the "Official plan" for
Huron County.
_ The process continues; but it
does run itself. The catalyst
behind this action is the County
of Huron Planning Board. The
planning Board came quietly into
being when Huron County was
made a designated planning area.
It has engineered the Plan to its
present position. The Board con
sists of eleven members; five
County Councillors, " five
appointed representatives and the
County Warden. The Planning
'Board receives staff support
from the County Clerk-Adminis-
trator and the Planning Depart-
!tent.
Even before the plan is made
official the process continues into
implementation. Planning prob-
lems arise every day and decis-
ions must be made. Since the
first draft of the Plan was pre-
pared the, Planning Board has
been using it as a guide for de-
'-vision-making. Under the
policies of the Draft plan a
County Land Division Committee
was established. ThisComnittee
handles consents for most of the
municipalities in the County.
A major thrust of the planning
process occurs at the local
municipal level. The County Plan
set the guidelines, the local mun-
icipalities are further refining
these, guidelines for implemen-
tation at the local level through
their own official plans (secon-
dary plan) and zoning by-laws.
They , are being assisted in
developing their local planning
process by the County Planning
Department:
Planning in Huron County is
not complex, merely Inter-
related. These interrelations re-
reflect the enthusiasm and
interest in planning for a better
future at both the County and the
Municipal level. Planning was
started in late 1968 when Huron
County was established , as the
designated planning area by the
Minister of Municipal Affairs.
Not an overly dramatic begin-
ning, but critical to the process.
This action set the stage for
the preparation of a county-wide
plan to act as a guide and pro-
mote planning at the local level.
Without the establishment 'of the
County as the designated planning
area, planning at the municipal
level would have been fragmented
and problems extending across
municipal boundaries could never

Goderich Is the county seat.
The county is 1,295 square
miles in area. It is the largest
county in land size of any within
the four-county Midwestern On-
'tario Region. Other counties in
the region are Perth with 840
square miles, Waterloo covering
516 square miles and Wellington
with a n area of 1,019 square
miles.
Huron , County has 45 miles
of Lake Huron shoreline. There
are approximitely 2,800 cottages
along the shoreline. Sporadic cot-
tage development stretches along
53 per cent of the shoreline.
Population projections to the
year 1985 range from 60,600 to
66,700.
Proposed land use acreage
for towns and villages total 7,194
acres. Over 3,000 acres of re-
creational lands exist in the
county.
At present, 238 acres of in-
dustrial development is located
within the ten towns and villages.
The land use plan proposes that
925 acres be Set aside for -future
industrial development.
There are 2,340 miles of
roads in Huron County including
county roads, provincial high-
ways and local municipal roads.
The County road system totals,
346" miles with 188 miles of hard
top and 158 miles of gravel road.
Huron County has 3 main ri-
vers: Maitland, Hayfield and
Ausable.
The County has 40 doctors, 15
dentists and 6 chiropractors.
There are 5 hospitals in • the
county,
There are 26 municipalities
• all within the county council
system.
lihron has five towns: Clinton,
Exeter, Goderich, Seaforth and
W Ingham.
The county has five in-
corporated villages; Hayfield,
Blyth, Brussels, Hensall and
11P Zurich.
Total population is 51,463.
There are 29,909 persons living
within the sixteen townships,
17,712 live in the towns and
3,842 live in the villages.
