it's a wonder _Philip_ could be coaxed off his bike long
enough to have his picture taken ,because this young lad-is-
an ardent cyclist. Philip is seven, a slim youngster with
wavy brown hair, dark eyes' and fair skin. His background
is Anglo-Saxon.
Philip is in good health and loves playing outdoors. While
it was cold, he kept busy with his Christmas skates. Now he's
looking forward to learning to swim. '
Some years ago, Philip had an operation for a turned-in
eye. His eyes look normal now, but he still has to wear
corrective glasses. He enjoys school, where he is in Grade 2.
He works hard and has a good average standing. -
This lad will be a rewarding addition to a warm-heart-
ed, easygoing family. To inquire about adopting Philip,
please write to Today's Child, Department of Social and
Family Services, Parliament Buildings, Toronto 182. For
general adoption information, ask your Children's Aid Soci-
ety.

The Government of the prov-
ince of Ontario is participating
in the Federal-Provihcial Con-
Stitutional Conference which is
being held in Victoria, B.C, this
week. The purpose of the meet-
ing is to review the distribution
of power and particularly as it
relates to the responsibility of
taxing powers. Many people feel
0 that there is not a close enough
liaison between the two levels of
government and in many
instances the Federal and Pro-
vincial governments end up ob-,
Wiling their taxes from the
same source of the economy. TO
maintain close contact, this type
of meeting should be 'convened at
least twice -a year' with a set
date in mind. In this way, each
of the .governments throughout
Canada would have a clear under-
standing of what is happening
from time to time in each juris-
diction. This would enable the.
Minister to work in closer co-
operation with the main set of
government in Ottawa. -
The Provincial Government's
decision to stop the Spadina Ex-
pressway has caused almost, un-
believable controversy by the
people of Metropolitan Toronto.
Untold millions of dollars which
the taxpayers of the Province are
paying have been wasted. This
wasted money is what concerns
the people -of Toronto and the
people of the Province of Ontario
who have also contributed to the
planning and initial start of the
programme..

a great deal of discussion was the
problem of husbands deserting
their wives. The Minister said
that at the present time there are
approximately 11,000 such de-
serted wives receiving Mother's
Allowance, Many Members of the
Legislature expressed the view
that far greater 'efforts should
be made to locate these errant
husbands and take them to court
to obtain support for their famil-
ies under The Deserted Wives'
and Children's Maintenance Act.
