several employment trends.
He also referred councillors to a
chart with a list of a number of
industries. With construction and
health care being listed as 1.8 and
1.6 on the chart respectively, he said
that agriculture is an industry that’s
noticeably absent from the chart. He
said that while many of the
industries hover between zero and
two, depending on their importance
and presence in the community,
agriculture is an eight, so it is very
far off the chart because of how
abundant the industry is in Huron
County.
The second part of the equation,
Tousaw said, is the availability of
shovel-ready land and where the
need for that land is predicted to be.
For example, there are 16.5 and
16.2 hectares of shovel-ready
industrial land in Huron Park (in the
south end of the county) and
Goderich and east of Goderich
respectively, whereas in
communities like Seaforth, Blyth
and Lowertown Wingham, there is
none.
Where the two parts of the report
converge, Tousaw said, is where the
report has predicted shovel-ready
land will be needed in the future,
based on employment trends and
existing employment opportunities
in the community.
Many of the areas would facilitate
expansion of existing businesses
because, as Tousaw said, much of
economic development comes from
expansion of existing businesses,
rather than new businesses.
The 128-page study then outlines a
number of recommendations for
both the county and for lower-tier
municipalities to help increase the
amount of shovel-ready land within
their borders in order to make the
community more attractive to
potential and existing businesses
looking to expand.
Two frontrunners in the field of
increasing shovel-ready land,
Tousaw said, have been North Huron
and Morris-Turnberry, which have
been working on a pilot project in
recent years with the Wingham
Industrial Land Development
Strategy.
The two communities have been
working together to develop shovel-
ready land, Tousaw said, and they
have already begun to see positive
results and should be viewed as a
model for other lower-tier
municipalities in that regard.
Council approved a motion to
adopt the strategy that is scheduled
to be ratified at the next council
meeting, early next year after the
county’s Economic Development
Board gave the report its stamp of
approval.
