The Citizen, 2015-12-10, Page 7TAKE NOTICE that the Corporation of the Township of North Huron will hold a public meeting on Monday January 4th, 2016 at 7:00 pm in the Township of North Huron Council Chambers (274 Josephine St, Wingham) to consider a proposed Housekeeping Official Plan Amendment under Sections 17 & 21 of the Planning Act and a proposed Zoning By-law Amendment under Section 26(9) of the Planning Act, R.S.O., 1990, as amended. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed official plan amendment and/or zoning by-law amendment. ONLY individuals, corporations and public bodies may appeal a by-law or Official Plan amendment to the Ontario Municipal Board. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. IF you wish to be notified of the adoption of the proposed official plan amendment, or of the refusal to adopt the official plan amendment, you must make a written request to the Township of North Huron at the address below. IF a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of North Huron before the proposed zoning by-law amendment or official plan amendment is adopted, the person or public body is not entitled to appeal the decision of the County of Huron to the Ontario Municipal Board. Purpose and Effect The purpose of the Housekeeping Amendment is to amend the Township of North Huron Official Plan to conform with the Huron County Official Plan and the 2014 Provincial Policy Statement. This is an amendment under Sections 17 and 21 of the Planning Act and not a Five Year Review under Section 26 of the Planning Act. The purpose of the Zoning By-law Amendment is to complete a Zoning By-law Update to correct or update zoning provisions and mapping to be consistent with the Official Plan and Provincial Policy Statement. This update is required by Section 26 of the Planning Act following a Five Year Review of an Official Plan. Housekeeping Official Plan Amendment No. 10 proposes the following changes: 1. Revisions to the Surplus Dwelling Severance policies (Section 11.3.1) to be consistent with the County of Huron Official Plan surplus residence severance policies. 2. Removal of the requirement for Minimum Distance Separation from a surplus dwelling severance to a neighbouring barn, except where there is a barn on the farm the house is being severed from and it is not included on the severed lot. 3. Addition of a reference to mineral aggregate resource conservation, including the use of accessory aggregate recycling facilities, to Section 9.3.2.1. 4. Amendment of the policy that proposed development is not permitted in habitats of endangered species and threatened species, except in accordance with provincial and federal requirements. 5. Removal of the 5 lot limit for lot creation on private services and the addition of a policy that site conditions for private services must be suitable for long-term septic disposal. 6. Addition of a reference to North Huron containing lands abutting an airport and supportive of reducing incompatible uses in the North Huron airport adjacent lands. 7. Addition of updated flood fringe mapping from the 2015 Maitland Valley Conservation Authority floodplain mapping data. The 2015 Zoning By-law Update proposes the following changes: 1. Revision of definitions to be more descriptive and consistent with the 2014 Provincial Policy Statement. 2. Revision to General Provisions to remove outdated references and update provisions to be more consistent with planning documents, Maitland Valley Conservation Authority, and the Provincial Policy Statement. 3. Addition of a provision that after the approval of a surplus farm dwelling severance, the Zone Map will be automatically amended to reflect the change from AG1 (General Agriculture) to AG2 (Restricted Agriculture) for the retained farmland, and AG4 (Agricultural Small Holding) for the severed farm dwelling. 4. Addition of new permitted uses: licensed medical marihuana facility, winery, group home, and second dwelling units in appropriate zones. 5. Addition of 2 new Zones to recognize the existing Floodways and Flood Fringes identified by Maitland Valley Conservation Authority mapping. 6. Removal of NE5- Natural Environment Zone. 7. Change existing NE5 Zones to NE1- Natural Environment Zone and change existing NE1 Zones to NE2- Natural Environment Zone. 8. Addition of the Floodway (FW) Zone and Floodfringe overlay zone (FF) to the Zoning Maps. 9. Removal of Special Zones R1-8 and CF-2. NOTICE OF PUBLIC MEETING CONCERNING PROPOSED AMENDMENTS TO THE TOWNSHIP OF NORTH HURON OFFICIAL PLAN and ZONING BY-LAW At its Dec. 1 meeting, Huron East Council approved the placement of a 10-kilowatt solar installation on the roof of the Brussels Fire Hall. Council accepted the project quotation from KW PowerLogic at its Oct. 20 meeting. The system will be similar to the installation on the roof of the Seaforth Public Works building. The installation will cost the municipality $28,500 plus HST. In his report to council, Chief Administrative Officer Brad Knight said the seven solar systems currently operating throughout the municipality are on pace to deliver $65,000 in gross revenue this year and the Brussels project would simply add more profit to that bottom line. Knight said that the project has the potential to bring in a minimum of $50,000 to the municipality over the length of the proposed 20-year contract. Council approved the solar installation. *** Chief Administrative Officer Brad Knight presented council with a bound copy of the latest Huron East service delivery review. Council had reviewed a number of different departments in terms of cost and service for value over the previous several meetings. The report, and councillors’ comments contained within it, will be used for reference during the municipality’s upcoming budget deliberations. Several issues, including council composition, the Vanastra Day Care and recreation, had been referred to the Administration Committee for further review. The committee was scheduled to meet on Dec. 8. *** In a report from the Chief Building Official - Pro Tempore, council learned that as of the end of October, the municipality had approved 129 building permits for a value of $18,713,692. Twelve permits were approved in the month of October. Council initially felt that building permits were behind where they were last year, but Chief Administrative Officer Brad Knight told councillors that the municipality received a spike of tens of millions of dollars in value last year due to wind turbine construction. The municipality ended 2014 with a building permit value of over $42 million. Brussels Fire Hall solar to go ahead Chiming in Knox Church in Belgrave held its Christmas Cantata on Sunday evening, welcoming the Chime In Choir, as well as a number of community members who took on dramatic roles to help tell the story of Christmas. The choir has been operating now for a number of years, performing both at the church and at various locations throughout the community to unanimous praise.
