Council defers HEAT concerns to wind committee
Huron East Council has referred a
number of Huron East Against
Turbines (HEAT) concerns to a
meeting of the St. Columban wind
project’s Community Liaison
Committee. Council made the
decision at its Nov. 3 meeting.
At council’s previous meeting,
which was held at the end of
October, members of the anti-wind
organization aired a number of
grievances pertaining to reporting
complaints and alleged adverse
health effects. One of the group’s
founding members, Gerry Ryan,
suggested that the municipality
produce a mail-out that includes
several phone numbers and a
complaint reporting procedure so
residents could have it as a
reference.
At the October meeting, the group
wanted to address a number of issues
pertaining to a wind turbine project
in St. Columban.
The project, which the group has
been fighting for six years, is now up
and running.
The group’s first request was that
council endorse a letter written by
the Multi-Municipal Wind Turbine
Working Group asking that
infrasound related to wind turbines
be tied into the Radiation Emitting
Devices Act, acting on a
recommendation by the World
Health Organization (WHO).
HEAT member Gerry Ryan said
that wind turbines had originally
been included and regulated by the
act, but were then removed due
to lobbying efforts by various
wind turbine companies.
Since that removal, he said, wind
turbines have been in a bit of a ‘no-
man’s land’ in terms of regulation,
aside from the province’s Green
Energy Act.
The group also asked that a
submission made by the
municipality in regards to wind
turbines be stricken from the record,
citing it as being inaccurate, and for
a clear municipal avenue for
complaints pertaining to the wind
turbines.
At council’s previous two
meetings, HEAT members had
discussed reporting complaints with
council, saying there was no clear
procedure in place.
Jeanne Melady of HEAT lamented
that the contact information passed
to the group by Huron East Chief
Administrative Officer Brad Knight
was incorrect. Ryan suggested a
municipal mail-out or perhaps
advertisements placed in local
newspapers so those affected by the
wind turbines will have a go-to
reference point if they’re
experiencing trouble.
Knight acknowledged that he
made a mistake when passing the
phone number along to the group
and apologized. He then corrected
his mistake, giving the group the
correct number to call in the event of
a complaint.
Ryan also suggested there needs to
be a procedure in place that isn’t as
time-consuming as the one set up by
the Ministry of the Environment.
Ryan said reporting concerns to the
Ministry is time-consuming and not
productive, as reporting often takes
place hours after the “incident” has
taken place.
If there were a reporting
mechanism in place at the municipal
level, he said, it would be easier for
residents.
There was a time when thought
was given to reporting turbine
complaints to the Huron County
Health Unit, but they were
reconsidered, as it’s not really the
Health Unit’s job, Ryan said.
At council’s Nov. 3 meeting, the
issues were referred to St. Columban
Wind Energy and the Community
Liaison Committee, which will
hold its third meeting on Nov.
18 at Huron East Town Hall
in Seaforth.
