MacLellan wants heads-up on wage increases WILLIAM ROBERT SCOTT William Robert Scott of Seaforth, passed away suddenly at his home on Thursday, July 9, 2015. Born on Aug. 21, 1940, he was in his 75th year. Rob was the loving brother of Jean Taylor and her husband Arnold and Marguerite Gross, all of Goderich. Rob will also be missed by his nieces and nephews, Larry Gross, Wingham; Denise Rose (Jason), London; Ron Taylor, Wiarton; Don Taylor (Dianna), Ilderton; Nancy Fallico (Ben), Oakville and great- nieces, Sarah Taylor and Talia and Sophia Fallico. Rob was predeceased by his parents Robert “Mac” and Helen (née Beattie) Scott and brothers-in- law Ron Gross and Harvey Bogie. Cremation has taken place and a private graveside service will be held in Brussels Cemetery at a later date. As expressions of sympathy, memorial donations to Northside United Church or the Canadian Cancer Society would be appreciated and can be made through McGlynn Family Funeral Home, Seaforth or by visiting Rob’s online memorial at www.mcglynnfamilyfuneral home.com MURIEL LILA WHITFIELD Muriel Lila Whitfield (née Hackwell) of Tiverton, passed away at Tiverton Park Manor on Saturday, July 11, 2015. She was in her 96th year. Muriel was the beloved wife of the late Herman Whitfield and loving mother of Sharon (Gordon) Lamont and Lois (Lyle) Osborn, all of Kincardine. She was the cherished grandmother of Lori (Chris) Coughlin, Renee (Scott) Wylds, Brydon (Grace) Osborn, Brad (Sian) Osborn and Craig (Louise) Osborn. Muriel will also be missed by her great-grandchildren Cameron, Taylor, Carter and Carson, Brianna, Jacob, Owen, Quentin and Logan. Muriel was predeceased by her sisters Doris (Duncan) Foster and Olive (Elwood) Struthers. Visitation will be held at the Davey-Linklater Funeral Home, Kincardine on Thursday, July 16 from noon until the time of the funeral service at 1 p.m. Rev. Jeanette Fleischer will officiate. Interment will be in Ethel Mount Pleasant Cemetery. Memorial donations to the Tiverton Park Manor Residents’ Activity Fund, Knox Presbyterian Church, Tiverton or a charity of one’s choice would be appreciated as expressions of sympathy. After what many Huron County councillors considered a shocking impact on the 2015 budget due to salary increases in February, some councillors feel information needs to be more readily available. As reported by The Citizen in February, results of the county’s five-year job evaluation adjustments meant an increase of $297,529 on the 2015 budget. The increases were spread across 46 employees, with one employee receiving an increase of over $14,000. At the time, several councillors, including Huron East Mayor Bernie MacLellan, felt wages were getting out of hand and called for a review. At council’s July 8 meeting, MacLellan was scheduled to present his findings from the job evaluation and pay equity process study, but instead expressed his feeling of wage increases creeping up on council. With a large impact of nearly $300,000 on the budget, simply as a result of wage increases, MacLellan said he felt council should be consulted before these impacts are implemented without any input. He used an extreme example, saying if, under the rules the county set up for its employees, salaries were going to double across the board, council should be informed and consulted before such a change is instituted. Chief Administrative Officer Brenda Orchard, however, said that the senior management team was simply following the directive that council put in place a number of years ago. The review only happens every five years, she said, and staff was in the process of catching up. “If you create a tool, then you use it,” Orchard told MacLellan. The report noted that overall salary increase for 2014 was 4.6 per cent and of that figure, just 0.68 per cent was due to the job evaluation process. Other factors that impacted the budget, she said, were new positions being approved in the budget, employee movement through the pay band and the increase to Emergency Medical Services (EMS) as a result of legislative requirements changing from 24-hour shifts to 12-hour shifts. While MacLellan still felt uneasy about the whole process, several other councillors, including Ashfield-Colborne-Wawanosh Reeve Ben Van Diepenbeek, said he was comfortable with the process the way it is and didn’t want it changed.
