Jeff Miller, owner of the Jam Jar
Pub and Eatery in Brussels,
continues to have issues with his
proposed patio to the side of his
business.
Miller spoke to Huron East
Council at its June 16 meeting, just
two weeks after first bringing the
issue to council at its first meeting of
the month.
He told council that he has
remained law-abiding in regards to
his new patio but suggests there has
been a bias in the Huron East system
which allows some businesses to
bend the rules, while taking a hard
line on the rules with others.
Being clear that he wasn’t
meaning to “pick on” other area
businesses, he said he just wanted
there to be a level playing field for
all businesses in Brussels, and even
Huron East as a whole.
Between “jumping through
hoops” and being “100 per cent
compliant” with every rule that has
been put in front of him, Miller says
he has often got the feeling that in
operating a business he is working
against the current of development,
rather than with it.
He says he has been close to
“turning his sign over” and closing
the business several times because of
all he has been through.
“I didn’t think it would come to
that,” he told council.
He says he has been supportive of
Brussels and has tried to bring
people to the village despite its
challenges.
“I’m trying to run a business in a
dying community,” Miller said.
“And certain individuals are holding
up progress.”
At every turn, Miller said, it seems
another hoop is being erected for
him to jump through and he has a
hard time understanding why the
municipality would do that for
someone trying to build a business
and increase the tax base of a
community.
While there have been questions
about his restaurant’s capacity,
Miller says he is in the process of
working with architect John
Rutledge to address those concerns
and increase his capacity.
Later in the meeting, however,
there was further discussion on the
issue and some had a different take
on the issue.

Mills said that the municipality had
to stand firm and not let its residents
take matters into their own hands
when consultation is required.
Referring to Miller taking it upon
himself to begin construction on a
patio beside the restaurant, Mills
said that residents can’t just be left to
make such decisions on their own on
municipal land.
“You can’t just start digging up
municipal property without anyone
knowing. It’s just not right,” Mills
said.
