to deal with these situations when
we have a development on our
borders,” she said.
The policy requires the host
municipality of any cross-border
serviced property, going forward, to
enter into an agreement with North
Huron.
“Within that agreement, we’re
going to stipulate capital fees,” she
said. “Though we have renamed that
to infrastructure recovery fees.”
The actual dollar amount of those
fees has been removed so they can
be updated as needed, Chambers
said, to make sure that costs are
recovered on the services.
“The changes in this document are
designed to make sure we’re keeping
on top of these fees and to make sure
that we recognize we want a
partnership between these
municipalities and ourselves,” she
said.
The policy also calls for a neutral
mediator so that an agreement can
be reached and it covers any costs
that may arise as part of providing
services to a municipality such as
pre-engineering costs.
The final clause, according to
Chambers, was the biggest change.
“It says we have the right to
negotiate anything into an
agreement we feel is appropriate,”
she said. “We don’t know the
circumstances, so we won’t be able
to say anything ahead of time.
Perhaps a development might have
other consequences on services, so
we need to be prepared for that.”
Chambers said that she had
circulated the policy to her
counterparts in Central Huron and
Morris-Turnberry and requested
comments from those municipalities
that she will bring back to council.
Reeve Neil Vincent asked what
kind of delay those comments could
cause and Chambers said that, as
soon as the comments are received,
any changes could be presented at
the following meeting and a policy
would be available for draft review
soon after.
After some discussion, Vincent
said that the policy represents an
important development for the
municipality.
“This is a step forward,” he said.
“It’s recognizing that the township
of North Huron and whichever
neighbour we’re talking to are both
trying to be in a win-win situation. I
think it sets the stage for far better
negotiation and, personally, I’m in
favour of these changes.”
The draft policy was approved by
council and will be brought back and
discussed at its next meeting on June
15.
NH’s new CBS policy
is an important step
forward says Vincent
A new look
As always, there was plenty to do for those of all ages on Saturday at the Brussels Lions
Club’s annual elimination draw, which was held at the Brussels, Morris and Grey Community
Centre. There were musical performances, plenty of food and, of course, the draw, in addition
to face-painting. Here, Charlotte Dreyer gets a new look for the evening from JenJen the
Clown. (Jim Brown photo)
