Sparling said the department was happy to hit January 1, 2015, and ‘reset the clock.’ Morris-Turnberry Fire Prevention Officer James Marshall also spoke to council, outlining his activities for the year. He said that in 2014, Morris- Turnberry began a partnership with North Huron for fire prevention where he worked for both municipalities, occupying an office at the Emergency Services Training Centre (ESTC) just south of Blyth. “I’ve been working out of that office since September and I’m very comfortable there,” he said. Marshall explained that 2014 saw the beginning of new vulnerable occupancy rules in the Ontario Fire Code. The rules cover nursing homes, hospitals and any other care facilities and required them all to be inspected, a process which was completed early in January. Marshall also said he is happy to report he had begin working with the Amish Fire Safety council. “I’ve been writing periodicals with them,” he said. Working with the group is a first, Marshall said, as members have never before invited anyone outside their community to participate in such a capacity. Marshall also worked with the Huron County Fire Prevention Association, a group he spearheaded the creation of two years ago. The organization put out 660 commercials and 48 radio interviews on many different aspects of fire safety. Lastly, Marshall reported on the Alarmed for Life Campaign. The project started in North Huron several years ago when firefighters went door to door installing smoke alarms and replacing batteries where necessary under amnesty as far as the Fire Code was concerned. After the entire municipality was canvassed, the amnesty period ended and anyone found without the necessary smoke alarms or deactivated smoke alarms could be charged. The program started in Morris- Turnberry this year and will continue for several years. In the first part of the program, Marshall noted that only 11 per cent of homes were completely compliant, which he called “disturbing”. Sparling, however, pointed out that North Huron was only at nine per cent compliance. He also explained that the real value in the campaign is that smoke alarms reduce fire fatalities by 50 to 60 per cent which makes the project a worthy endeavour. Sparling and Marshall also commented on hoarding and how it will be a focal point for fire suppression professionals in the coming years. “Twenty-four per cent of preventable fire deaths, that is, that aren’t deliberate or criminal, occur in homes where hoarding has occurred,” Sparling said. “From a fire chief standpoint, that means one quarter of fire deaths are being caused by hoarding and that makes it something we should be focused on. If we can do something to solve that, it’s worth our while.” Sparling said that while hoarding is something he wants to see addressed, he does realize that it’s a complicated issue and a mental health problem, so it will need to be dealt with through partnerships with other organizations. Lastly, Sparling noted that through several partnerships, including one with the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA), the Fire Department of North Huron is looking at an initiative to address methane build- ups in pig barns. The issue is being tackled as a direct result of a high number of those calls in the previous year. “As a department, we have historically had an average of one [barn fire complicated by methane build-up] every 18 months,” he said. “Last year we had two in nine months. Fortunately, we had no fatalities, but, at some point, something bad is going to come out of a methane build-up. We’re working with OMAFRA. If we can prevent a death, we’ll do everything we can.” Campaign installs smoke alarms
