Rose who passed away March 25,
1991.
God called your name so gently,
That only you could hear,
No one heard the footsteps,
Of the angel drawing near.
Softly from the shadows,
There came a gentle call,
You closed your eyes,
And went to sleep,
You quietly left us all.
– We love you and miss you, Fran,

Food Charter to be launched

often the first step in planning for
change as it visualizes what
a positive food future could look
like. It outlines the goals and
objectives of the community and
becomes a tool to affect and
inform policy. The Huron County’s
Food Charter development process,
a year in length, involved
engaging community members
and seeking their input into what
values were important when
considering food in Huron
County. The resulting feedback was
gathered and a draft charter was
produced. The draft charter was
then brought back to the
community for refinement and
approval.
The final Huron County Food
Charter will be launched and
meeting attendees will be asked to
sign on or endorse the vision to
help make it a reality in Huron
County.
The meeting is open to the public

the vision, mission and strategic

County to withdraw
$350,000 from fund,
discussed at session

guarantees expire.
• Rising group benefit costs are not
an insurance problem to which there
is an insurance solution.
• Rising group benefits costs are a
Human Resources Management
problem to which there is a Human
Resources best practices
management solution – a 20-year
and proven track record for success
model.
Group benefit costs accounted for
10 per cent of the county’s payroll in
2009 – the year before DMASL was
brought on – and was projected to
rise to between 22 and 25 per cent by
2019. Due to the changes
implemented, however, by the end of
the year, group benefit costs are
projected to be around eight per cent
of the county payroll.
Huron East Mayor Bernie
MacLellan, in an effort to “compare
apples to apples” asked what the
projections, under the new model,
are for 2019. Donnelly said that
while he didn’t have those exact
figures in front of him, the
estimation is that benefits costs will
be between six and eight per cent of
the county’s payroll in 2019.
Donnelly then told council that
approximately $350,000 of the
$570,000 in the county’s account
could now be drawn down and
brought into the county’s general
accounts to be used as councillors
see fit.
Ashfield-Colborne-Wawanosh
Reeve Ben Van Diepenbeek asked
why the entire amount could not be
withdrawn, to which Donnelly
responded by saying that the county
could theoretically do that, but it
would be unwise.
Donnelly explained that some
money should always be in the
account, as a bit of a “float”.
Chief Administrative Officer
Brenda Orchard called the surplus a
good news story, saying that the
newly-found $350,000 will be
discussed at the county’s upcoming
strategic planning session next
month.
Donnelly agreed, saying that the
money is now back in the hands of
the county, where it can be put to
use, rather than in the bottom line of
a big insurance company.
