Municipal Electric Association at the group's annual
meeting in Galt. With Mr. Sills are George Gathercole,
H.E.P.C. chairman, and Archie McGugan, Palmerston,
incoming president. Two items took up most of the
days.discusstons--regional government and its effect on
municipal electric utilities and employee 'relations.

Statements of pOlicy, as
suggested by D.J. Cochrane,
director of education, were ap-
proved at the last Meeting of
Huron .county Board ofEducat-
ion. Previously, draft policies
had been submitted,
All employees are respon-
sible to the Board through - its
chief executive bfficer, the
director of education, but the
board feels that lines of respons-
ibility should be direct and free
from_ encumbrance.
Therefore, all personnel
should refer matters requiring
adininistrative action to the
administrative officer immed-
iately in charge of the area of
responsibility concerned. Ad-
ministrative officers shall refer
such matters to the next higher
authority when necessary.
All employees have the right
to appeal to the next higher
authority and through appropriate
successive steps, to the Board.
Mr. Cochrane was asked to
define this clause at the request
,of R. M. Elliott.
The central office adminis-
trative staff is responsible for
over-all, system-wide, educat-
ional leadership and for co-or-
dinating the educational pro--
gramme within policy establish-
ed by the Board. The principal
of each school is the responsible
administrator in the building.
Outdoor school facilities
should be used by individuals,
groups or teams from the com-
munity at times when there is
no interference with the regular
or extra-curricular programme
of the school. Requests for the
use of such facilities should be ,
channelled through the Principal.
However, the Board is not re-
sponsible . for supervision and
does not a ccept responsibility
for accidents occurring to per-
sons or their property while the
playground facilities are in use.
With regard to student'ac-
counts, the final authority for
establishing such accounts is
the Principal's responsibility
without reference to the Board.
All funds raised by any student
organization are• to be deposited
as soon as possible in a charter-
ed bank; and all accounts are
to be paid by cheque with the
Principal or a teacher delegated
by him as staff advisor being co-
signer,
The Board will encourage
and permit pupil participation
in debating, public speaking,
essay writing and drama compet-
itions at the discretion of the
director of education.
The Board may accept donat-
ions of funds, books, equipment,
etc. but all such donations will
become the property of the Board,
always considering the intent of
the donor, The Board will dis-
conlinue any scholarships, 4war-
ds or prizes, made on a recurr-
ing basis. All scholarships now
in existence, except awarded
by former school boards, will
apply to the particular school
designated by the donor.
