After reviewing in some detail the existing combined storm-sanitary sewer installed in 1955 and the necessity of divorcing these two functions and how and when this could be accomplished the report goes on: Adoption in principle by Council of the long-range con- cept of sewage and drainage separation in the commercial area would permit the passage of a by-law reqUiring that the replacement or renovation of existing buildings currently ser- ved by, the combined sewage system wotrld obligate the own- er to install separate internal drainage and/or sewage systems so that on completion'of the separate public sanitary sewer the separated interrial flows could be readily diverted to the appropriate public sewer. • The Town has been divided facilities in the form of a sew-Secti on 1 -General into a number of sewer areas re- age lagoon were recommended. presenting more or less topogra- phically distinct areas which can be readily served by individual trunk sanitary sewers.: A priority schedule has been alternative proposals for the some urgency in providing sanit- evolved bearing in mind both the staged development of the can- ary sewers in unsewered areas to varying pollution abatement re- itary sewer system and sewage prevent the discharge of pollution quitements of the various areas -'treatment facilities, These de- into Silver Creek. FOR FURTHER INFORMATION OR APPOINTMENT CALL BEAVER LUMBER — EXETER 235-1582 The factual data obtained from a sewage flow measure- ment study conducted in Dec- ember of 1967 as part of our study for the Ontario Water Resources Commisiion on sew- age treatment facilities fOr the Town indicated that flows cal- culated on the basis of the met- ered water consumption data do not conform to the sewage flow actually occurring at the pres- ent time. This conclusion was based on sewage flow measure- ments taken at the existing sewage treatment plant repre- senting flows from the area trib- -utary to all of the-existing com- bined and sanitary sewer system. The data.obtainect during the flow measurement study also indicated that an excessive amount of ground water ,and surface wafer is entering the , Town's sewer system most par- ticularly from the combined sewer system completed in 1955. The significance of this is dis- cussed later in this Report, Any one or a corithinadon of the following factors may be responsible for the high per Capita water consumption in- dicated by the water meter records, 1. Water meters not accur- ately recording pumped flows, 2. Excessive leakage in the water, distribption system. 3, Excealtv-eater use by consumers either (a) by unmetered com- mercial or other uses. (b)for lawn watering (c)excessive water use -due to consumers allowing water to run to waste to prevent house connect- ions or service piping from freezing. Should excessive leakage from the distribution system accounffor the discrepancy in • water cpnsumption a significant saving in pumping costs may be realized by carrying out a pro- gramme to detect and repair points in the, distribution system where leakage is found to occur. Special Considerations i) Because of 'unfavourable topography, a gravity sewer in- stallation of excessive depth would be required td serve cer- tain low-lying areas within the Town. Such areas cannot be economically served 6y gravity sewers discharging directly into the proposed sanitary sewer system unless their elevation is raised by the costly expedient of extensive filling. Provision .had to be made in the prelim- inary design of the proposed system to employ the more eco- nomic alternative of pumping the sewage flows from these areas to the gravity sewers ser- ving adJaceritligher areas. The logical sequence of development was concluded to be to first provide sanitary sewers to the, areas most troubl- ed with malfunctioning private disposal systems to effectively alleviate the present pollution- al discharges ,from ..the ,various storm sewer outlets. This would include alleviation of frequent overfldws from the existing combined sewage system reach- ing the storm drainage system as occurs at present. Second in order of importance Was con- cluded to be the extension of the sewerage system to the re, maining developed areas and to those areas in which it is planned that 'new will occur. Also to be considet'ed in establishing priorities for the development of the sewerage system are any anticipated road construction programmes which may be carried, out by the Town,-the County or by .the Department of Highways within the Town lirnifee: We understand that the.tre- , construction of Main Street by the County of Huron is sched- uled for 1969. This work ,may necessitate the prior installation of sanitary sewers on Main St. South. Based on our investigations, we have established the general order of priorities for the further development of the sanitary sew- er system serving the Town of Seaforth. A staged development programme following this sched- ule of priorities has been de- scribed in more detail- in the fol- lowing sections of the report; (I) Construct such, sanitary ewers on Main Street South from George Street to Railway Street as may be required by Huron County's 1969 road reconstruct- lop programme. Undertake re- visions to the diversion works on the combined sewerage system, serving Area "A" to alleviate . frequent overflowing of sanitary sewage to Silver Creek via the storm drainage system and to limit the amount of storm drain- age reaching The Sanitary sew- age system and treatment works. (2) Construct sanitary sew 7 ers in Sewer Area "C". We un- derstand that this area is cur- rently experiencing the most serious difficulty with inad- equate private disposal systems. Completion of this work should significantly reduce the dis- charge of pollutional matter at the storm sewer outlet into Silver Creek at Birch Street. (3) Construct sanitary sew- ers on Railway Sneet, in Sewer Area "E" to alleviate present difficulties with private dis- posal systems as indicated by the County Health Inspecter.-13e- cause of the relatively sparse development in the remainder of Sewer Area "V, we feel , Porter Dennis Picnic Supper Marks 85th Birthday Mrs. Murray Dennis, Steven, Peggy, Laura and Elaine, Mc- Killop, .Mr. and Mrs. Don Den- nis, Joan, Warren and Diane, McKillop; Mr. and Mrs. Grant Dennis and Paul, Toronto. The recom mended staged programme has ' been designed to provide sanit- ary sewer services to those areas that are currently experiencing the greatest difficulty with pri- vate sewage disposal systems and contributing to the greatest extent to the pollution of Silver Creek in the first stages of the programme and has 'provided for their completion at the earliest feasible date.
