The factual data obtained
from a sewage flow measure-
ment study conducted in Dec-
ember of 1967 as part of our
study for the Ontario Water
Resources Commisiion on sew-
age treatment facilities fOr the
Town indicated that flows cal-
culated on the basis of the met-
ered water consumption data do
not conform to the sewage flow
actually occurring at the pres-
ent time. This conclusion was
based on sewage flow measure-
ments taken at the existing
sewage treatment plant repre-
senting flows from the area trib-
-utary to all of the-existing com-
bined and sanitary sewer system.
The data.obtainect during
the flow measurement study also
indicated that an excessive
amount of ground water ,and
surface wafer is entering the ,
Town's sewer system most par-
ticularly from the combined
sewer system completed in 1955.
The significance of this is dis-
cussed later in this Report,

Should excessive leakage
from the distribution system

saving in pumping costs may be
realized by carrying out a pro-
gramme to detect and repair
points in the, distribution system
where leakage is found to occur.
Special
Considerations
i) Because of 'unfavourable
topography, a gravity sewer in-
stallation of excessive depth
would be required td serve cer-
tain low-lying areas within the
Town. Such areas cannot be
economically served 6y gravity
sewers discharging directly into
the proposed sanitary sewer
system unless their elevation is
raised by the costly expedient
of extensive filling. Provision
.had to be made in the prelim-
inary design of the proposed
system to employ the more eco-
nomic alternative of pumping
the sewage flows from these
areas to the gravity sewers ser-
ving adJaceritligher areas.
The logical sequence of
development was concluded
to be to first provide sanitary
sewers to the, areas most troubl-
ed with malfunctioning private
disposal systems to effectively
alleviate the present pollution-
al discharges ,from ..the ,various
storm sewer outlets. This would
include alleviation of frequent
overfldws from the existing
combined sewage system reach-
ing the storm drainage system
as occurs at present. Second in
order of importance Was con-
cluded to be the extension of
the sewerage system to the re,
maining developed areas and
to those areas in which it is
planned that 'new
will occur.
Also to be considet'ed in
establishing priorities for the
development of the sewerage
system are any anticipated
road construction programmes
which may be carried, out by
the Town,-the County or by
.the Department of Highways
within the Town lirnifee:
We understand that the.tre- ,
construction of Main Street
by the County of Huron is sched-
uled for 1969. This work ,may
necessitate the prior installation
of sanitary sewers on Main St.
South.
Based on our investigations,
we have established the general
order of priorities for the further
development of the sanitary sew-
er system serving the Town of
Seaforth. A staged development
programme following this sched-
ule of priorities has been de-
scribed in more detail- in the fol-
lowing sections of the report;
(I) Construct such, sanitary
ewers on Main Street South from
George Street to Railway Street
as may be required by Huron
County's 1969 road reconstruct-
lop programme. Undertake re-
visions to the diversion works on
the combined sewerage system,
serving Area "A" to alleviate
. frequent overflowing of sanitary
sewage to Silver Creek via the
storm drainage system and to
limit the amount of storm drain-

derstand that this area is cur-
rently experiencing the most
serious difficulty with inad-

Completion of this work should
significantly reduce the dis-
charge of pollutional matter at
the storm sewer outlet into
Silver Creek at Birch Street.
(3) Construct sanitary sew-
ers on Railway Sneet, in Sewer
Area "E" to alleviate present

posal systems as indicated by

Summary and
Conclusions
In this Report we have at-
tempted to establish a program
me for the development of the
sanitary collector sewer system
for the Town of Seaforth within
the shortest practicable time
having regard for the Town's ap-
- parent present and future finan-
cial commitments. The recom
mended staged programme has
' been designed to provide sanit-
ary sewer services to those areas
that are currently experiencing
the greatest difficulty with pri-
vate sewage disposal systems
and contributing to the greatest
extent to the pollution of Silver
Creek in the first stages of the
programme and has 'provided for
their completion at the earliest
feasible date. '
