It is a pleasure for Me, once
again, to have this chance to
make yet another in a el:intim-
" ing series of reports from Par-
liament Hill to the people of
the constituency of Huron.
A great deal of legislation
has been dealt with by Parlia-
ment prior to adjournment teL
the Easter recess. In addition to
the measures up for, debate' in
the House of Commons, many
others have been undergoing
detailed scrutiny and discussion
'in the various committees of
the House.
Last week, for instance, .the
House dealt with the vital is-
sue of Supply — the, business
of examining proposed govern-
ment expenditure of tax money
and giving it approval where
such approval is warranted.
This remains one of the most
important jobs that your elect-.
ed representatives at Ottawa
are called upon to perform.
When you consider that the
government's spending plans
for this year involve 'billions of
dollars in tax money ;you can
appreciate how important it is
that close public scrutiny be
given every item. This detailed
examination -is carried a step
further in the proceeding of
the Standing Committee du Pub-
lic Accounts.
No doubt many of you will
now be familiar with the work„
of this important committee
through revelations in the news
media of the cost of repairs of
the aircraft carrier "Bonaven-
ture"-and of other questionable
expenditures and practices re-
vealed through the report of..
the watch-dog of the public
;
treasury, the Auditor-General.
It is interesting to know in
this regard that it is seldom
the Government itself that is
directly at fault in, these cases
of wasteful or unnecessary ex-
penditure-More often it centers
around a mistake in judgement
by departmental officials or a
misuse of proper governmental
procedure. Whatever the rea-
son for' these errors,- hciviever,
it is ,Lvital to good government
that there is a body of elected
representatives of all political
parties cheating-oh them.
The business before the
House •of Commons last week
includ0 a one-day debate on a
motion of want of confidence
in the government moved by
the Opposition. This Particular
motion dealt' with the alleged
misuse of Canada's manpower

the difference in the, inemploy--
ment rate between ihe various
regions of Canada which they
claimed was one' of the basic
'factors behind the nation's num-
ber-one problem — regional dis-
parity. For instance the unem-
ployment rate for the Atlantic
region was running in excess
of 10% of the labour force while
that for central Canada, Ontar-
io in, particular, was well under
4%
Another government measure
that was back before the
House for more discussion was
the bill that would establish
Several new departments of gov-
ernment. One of these new de-
partments, is -known as the De-
partment of Consumer and Cor-
porate Affairs. One of its main
tasks will be to battle inflation
and try to protect. the 'buying
power of the consumer's dollar.
The neW minister has announc-
ed a' new ,commission to study -.
the inflation problem,
This 'is a step that is urgently
needed. Experts have calculat--
ed that the 1961 dollar has al-
ready shrunk in the past eight
years to about 75 cents. While
'it is popular to blame succes-
sive governments for continuous
deficit financing and for ex-
panding the country's' money
too much in relation to the
country's production of 'goods
and services, pot all the blame
can be laid on government.
The Canadian consumer must
bear his or her share bf blame.
In 1968 alone, Canadian consum-
ers borrowed about- $91/2 billion
to purchase the things they
wanted. This• was about $1 bil-
lion more than they borrowed
for the same purpose in 1967.
Only seven years ago, Cana-
dian consumers were able to
get along by using only half
that amount of credit.
Certainly government must
give an example of restraint' in
spending. But it must a&team
effort. If we are to overcome
the inflation that is eating away
the purchasing power of our
dollar we must all show res-
traint together.
In addition to the more im-
portant pieces df legislation
that came before the House
last week, other measures were
also dealt with such as amend-
ments to the Food -and Drug
Act; the Patents and Trade
Mark Act; the Hazardous Pro-
ducts Act and various acts deal-
ing with superannuation in the
public service,
All in all, it was a produc-
tive week for Parliament on the
eve of the Easter' recess. But
much still lies before us be-
tween mid-April 'and the end of
June.
I will be away frol April
9th to 19th with the Standing
Cominittee on :Agriculture tour-
ing 'various parts of Canada. We
will be studying agricultural
problems and partkularly the
grain handling problems.
