PRESENT SAFETY CERTIFICATES
Seventeen senior employees of LoobyConstruction were presented with certificates following
last weeks three day safety course sponsored by the Construction Safety Association. Above,
Geoff . Hoyle, Management counsellor with the C.S.A.O. and Joe McLaughlin of Seaforth, a
foreman for the company, look on as Louis Looby, right, presents a certificate to Dennis Housh
of Cornwall. Mr. Housh travelled, the longest distance to be at the seminar which marked one
of the few times all of Looby's foremen and engineers have been present at the same occasion.

at the Knights of Columbus Hall
in St. Columban last week for a
three day safety and construction
technique seminar sponsored by
the Construction Safety Associa-
tion of Ontario. The men travel-
led to the conference from all
over Ontario and represented all
the construction sites at which
the companies are now working.
The end of the 1970 construction
season provided an opportunity to
bring personnel together at one
time.
The sessions began at eight
each morning and continued until
5:00 p.m. On Monday, Tuesday
and Wednesday.
In opening the conference,
Louis Looby, Safety Director
emphasized that "accidents du
not just 'happen' - they are
caused, mostly by carelessness
and lack of knowledge". He
added that the company is con-
cerned with safety and is tighten-
ing-up its safety procedures. The
Seminar had been called to ensure
that all personnel receive the
same groundwork.
Mr. Looby introduced three
representatives present from the
C.S.
C.S.A.O. and handed the meeting
over to C.S.A.O. management
counsellor, Geoff. Hoyle. Mr.
Hoyle outlined the three day
agenda which constitutes the
association's "Effective Fore-
manship" course including two
days on Safety and one day on
Concrete Forming techniques.
Harold Carr, Administrative
Supervisor of the Education De-
partment of the C.S.A.O. told
the group he had been a union
organizer for. 17 years and that
the unions did a good job in
promoting safety. Mr. Carr
showed several films including
one depicting management being
against safety programmes be-
cussion on concrete forming
methods. The instructors know-
ledge along with active feedback
from the men led to an informa-
tive and useful session. Mr.
Looby said the C.S.A.O. certific-
ates of successful completion of
the course were presented by
Louis Looby who. in turn, was
presented with his certificate
by Bert Travis.
Useful literature was given
to each person on the course in
order that they could refresh
their memories from time to
time. All facets of safety covered
in the literature had been pre-
viously covered in the seminars.

information and a new system of

The seminar marked a turn-
ing point in Company Safety
Policy. The policy and programs
set in 1965 will be revised for
1971 to emphasize the need for
integrating safety into all work
plans before work is started.

During the course, updated
education methods were put to
good use. Previous safety sem-
inars took the form of a series
of lectures with afollowing ques-
tion period. This year, however,
the seminar ,was held on a
continuing discussion basis with
a marked emphasis on participat-
ion. There was lively interest
shown by all present in every
aspect of the course and many
ideas resulted from the freedom
created by the abolition of the
"teacher-student" barrier. It
was an experiment which worked
extremely well company officials
said.

to a sound safety policy when the
real cost of on-the-job accidents
in cash, time lost by whole crews
when an accident occurs, in
family disorganization and in
company prestige was revealed.
He stressed the need for con-
stant use of safety equipment.
In the afternoon, Bert Travis,
a safety instructor with the
association, instructed the class
in safety methods such as lifting,
handling, proper use of scaffold-
ing, cleanliness in work areas
and many other facets of job-site
safety.
On Tuesday Mr. Travis
explained the workings of the
Workmen's Compensation Board;
how different types of industry
were rated and assessed; how
penalties are imposed under the
act and how a firm's Accident
Frequency Record can affect the
financial success of a com-
pany. He covered the formula
for rating Accident Frequency in
Ontario and also the method used
in some States.
Afternoon sessions covered
the detailed use of safety goggles,
safety glasses, safety boots,
gloves and hats; the safe operat-
ion of equipment; electrical
dangers; The ConstructionSafety
Act and the Trench Act; and
Safety Harness and Belts. Each
talk was illustrated with approp-
riate films, slides and projected
transparencies.
On Wednesday, Ian McKenzie,
an instructor from the C.S.A.O.
provided a day of technical dis-
