McNab, Deputy Minister of Highways Thursday Evening July 23rd • commencing at 7:30 o'clock - 7:30 p.m. -- Silver Creek Bridge 8:30 p.m. Main Street, at the Town Hall The &earth pistriet .High School Rand will be in al Wifdance ,0 • 10...TH HURON EXPOSITOR, SEAFORTH, ONT., JULY 23, 1970 all involved in the completion of the new Seaforth, Egmondville Project The new street adds much to the communities Complete Seaforth Egrnondville No. 12 Huron Road Conitecting Link Huron County Development Road Project No. 898 which in- cludes Seaforth Main Street and the Egmondville road was "born" about 4 years ago in 1966 when the Huron County Road Commit- tee picked this section of County Road 12 as one of the roads on which it was requested that a portion of the Development Road Entitlement or Direct Aid be spent. On August 11, 1966, the Hon. C. S. MacNaughton, (then Minister of Highways) concur- red with the, Road Committee request and designated this sec- tion of County Road as Development Road 898. The largest portion (83.2%) of the work on the project was paid for by the Ontario Depart- ment of Highways by means of a special grant (Development-Road Aid) to the County of Huron.The method of determining how much DeVelopment Road Aid a County gets is a complicated process. Risking over simplification it has been explained in this way: A County receives Develops, er4 Road Aid according to their fin- ancial needs as determined by the County Needs Study coupled with the County's ability to pay for these needs with their Pro- vincial Equalized assessment and County read mill rate. After applying these rules to the County of Huron It was. ap- parent the county was entitled to some "Direct Aid" or De- velopment Road Aid. The Pro- vincial Government does not dic - tate an what road the Aid should be spent except that the road must be "deficient". The County then selected the Seaforth Egmondville section of road as 'one of their choices on which a large portion of their Develop- ment Road Aid should be spent. On August 15, 1966, the Huron County Road Committee selected B.M.Ross & Associates to carry out Pre-Engineering and Design on the project. After many many meetings the design and Mane-, ing of the project were approved and the contract was awarded to Yundt & McCann Construction Ltd, of Stratford, the lowest of six bidders, at $364,490,09- on May 13 , 1969. The work com- menced on June 13, 1969 and was completed and accepted on June !7, 1970 (369 calendar days and 136 working days later). - Soon after the, design work got underway it became obvious that a complicated cost sharing formula would be essential. The County of Huron had agreed to replace all existing watermains and storm sewers that existed under the old road with new ones the same size and capacity at no cost to the Town. But the Public Utilities, Commission and the Town Council realizing that the old mains and sewers were not large enough to look after the future growth antici- pated in the town asked that these services be enlarged. The County agreed to pay for the equivalent cost of replacing the services with existing sizes and the ,or Town of Seaforth paid the dfference in price to install larger sewers and mains to suit present and future requirements. Since the elevation of the sidewalk could not be changed to any great degree because of store entrances and driveways the 'road was designed, where possible, to fit the elevation and location of existing sidewalks';', The Town Council decided that' old sidewalks in the business section would not look right next to a new road and requested that the County include the re- " placement of nearly all the side- walk in Seaforth portion of this project. The County paid for about 36% of the new sidewalks as a "curb grant" since, it was not necessary to raise, or lower some 'short sections. The Town of Seaforth paid for the other 64% of the cost of the sidewalks. Much of thp sidewalk in the Egmondville- section of the pro- ject had to be replaced at County expense because the road was lowered and existing sidewalks could not be adapted. The Tuck- ersmith Council requested that the County replace some addit- ional sidewalk that while it was in an acceptable, location, was rather old and broken. This work accounts for the $3,645.85 share from Tuckersmith Township. The P.U.C., the Town of Seaforth and the Township of Tuckersmith spent additional funds on the project that are not included in the figures below on such items as new street light- ing, parking meters, and new fire hydrants. The difference between the bid price of $374,490.09 and the final price of $422,117.52 is ac- counted for by the extra sidewalk work and the extra work required to replace, relocate or work around dozens of old drains that existed under the old road and about Which no information was available. The accurate final cost has not as yet been tabulated nor has the share payable by the County as Direct Aid, the County for items not qualifying for Direct Aid, the Town of Seaforth .or the Seaforth P.U.C. The totals to date which should be accurate to within 1% or less breakdoWn as follows: - -- 1. Pre-Engineering & Design , all payable by the County as Direct Aid - $15,344.08 2. Paid to Contractor and sharable by County, Town, P.U.C. and Tuckersmith Township - 42,117.52 3. Supervision of 'con;,` struction (sharable) - 67,,891.68 This $505,353.28 for design, con- struction and supervision will be shared as. follows: County Develop Road share" fa allowable items - 423,061.97 County by-law - 8,138.75 Townoof Seaforth for their share of oversize sewers and new sidewalks that did not require replacing due to the County work' - 58,012.63 Seaforth P.U.C. for their share of the extra cost of:replacing old water- Mains with larger ones. (The County paid „ for the equivalent of new mains of same size as existed at time of construction.) - 12,494.08 Town of Tuckersmith for their share of new side- . walks .constructed that did not require replace- ment due to the road Work - .3,645.85' TOTAL - $505,353.28 John H.
