United Breed - changes., and the implementation of the 1973 Program were arinoune. ed jointly by Honourable William A. Stewart , Minister of Agricul- ture and Food and the Honourable John White , Minister of Treasury, Economics and Intergovernmental A fiairs . The Program is: aimed at 'relieving the municipal tax burd- en on' lands• used actively for farm- ing purposes and farms that will remain in agricultural production in the future.. It is not intended to provide, relief for lands.being held •for speculatiVe or develop- ment pruposes or for properties being kept out of production for oiher reasons. The most significant change in the 1973 program is the increase in the rate of Farm Tax Rebate from 25%•to 50%. This increase was announced April 12, 1973 by Honourable John. White in • his 1973. budget. Another important change re- lates to the' method of administer- ing the 1973 Program: In previous years Farm. Tax Rebates were paid automatically to all registered, owners of land assessed as "Farm" and consisting of 11 acres or more. This year the rebate will only be paid upon receipt of an applica- tion from the property owner. Application forms will be mail- ed to all owners of property in Ontario assessed as' "Farm" , with- out regard to the •size of the prop- erty. To qualify for •the Farm Tax Rebate , the applicant will be required 'to complete and return this application form describing the main' fanning • enterprise , certifying that at least 5.O% of the 1973 Municipal Taxes have been paid , and demonstrating' that the current farm operations will generate at least $2,000 in annual incorne. In previous years, the owners of farm property less than 11 acres in size were required to file such an application and demon- strate an annual income from farm operations Hof $2,000. In effect, the new regulations extend this requirement to all farm properties. This 'move is in.res- ponse to a recommendation con- tained in an Interim Report by the Ontario 'Farm 'Classification Comnkittee.
