REPORT FROM
QUEEN'S PARK
BY MURRAY GAUNT
M.P.P. HURON - BRUCE
The Labour Minister Fern
Guindon announced this week an
increase of 20 cents 'in the Gener-
al Minimum OntariO Wage to take
the rate of $1.80 an hour to $2.
For construction workers the
minimum wage will be $2.25
an hour and for students under 18
years , who work 28 hours or less a
week, the' rate will increase, from
$1.45 to $1..65. •
Mr. Guindon also announced ,
proposed amendments to the
Employment Standards Act which
would provide four statutory
holidays next year - Good Friday,
Dominion Day, Labour Day and
Christmas Day: An additional
three holidays in 1975 were also
proposed - New Year's Day,
Thanksgiving-Day and Victoria
Day., He said increased payroll
costs for firms not already provid-
ing the holidays would be 1:6%
in 1974 and an additional 1.2%
in 1975% •
Also included in the Legislation
was a raise in vacation pay to
450copted from the first day of
employment rather than the pres-
ent 2% for the first year and 450
for each succeeding year. Effect-
ive January la, .1.975 the work
week will be shortened to 44
hours.
The Succession Duty Act was
debated this week. The'provi-
sions of this Act are of real inter-
est to the small businessman and
the farmer. Under the terms of
this Act a mortgage is• not consid
ered. as a farm asset and will not
therefore be considered as part of
a $50 ,000 tax free gift on the
death of the father.
I pointed out that what this •
does,' in effect, is to encourage
the retention of ownership by the .
father until his death and confines
estate planning to be darried ,out
mainly under the terms of a will.
I suggested the inclusion of.
forgiveness of debts related to the
purchase of farm property by a
member of the fa Mily would en-
Courage fathers to turn over their
farms to their sons during their"
lifetime rather than on their
death. This is the only kind' of
long term estate planning that
makes any sense. It gives the son
the security he has to have in
order to remain on the farm
during the father's lifetime,
