moved some, of, the furniture
they saved into a vacant home
where they will 'stay until their
home is rebuilt.

Said the blaze broke out about
11.30 a.m. and spread rapidly
through the walls to the attic.

The Lucknow volunteer fire,
department was called to assist
a short time later when.. all but
650 gallons, of the Blyth depart-1
ment's 1,700 gallon water tank.
Capacity was used up. Lucknow:
fed the Blyth truck with the 750
gallons on the LucluiOw truck and
spelled off Blyth firemen. The
temperatures and high winds
were bitterly cold that day.
Lucknow was on-the scene
about two hours:
Blyth firemen were pulled

by their chief after a 'wall of the.
burning structure collapsed. NO
one was injured. /
Chief Bowes said Bakker and
the serviceman had used the'
torch to thaw the pipes, then left•
the basement for a coffee.. They
smelled s,,moke a. few moments
later.

.:.BRUCE ..A. TESTING 'AREA
The new "market value" assessment notices hit the mails.. in
Bruce County 'last week, a year' ahead of the plan to implement the
system all across Ontario. It seems that Bruce has been designated as
a testing area.
Purpose of the new assessment, according to officials of the
• Grey - Bruce Regional Assessment office, is to achieve equity and
fairness in all assessments. The assessment office states that there
Were serious inequities' in previous assessments.
These.coniments sound like an echo of years gone by.
Remember the days when a local assessor did the assessing
of each municipality. This system had distinct advantages if the ass-
essor took his work seriously, made calls at each property and wasn't
swayed in his thinking by his friends. However, there were many,
abuses of this system and an eventual change to county assessment
tied up 'many of the loose ends.
Bruce County wai one of the early municipalities to adopt
county assessment and ran an efficient county assessment program.
But the province, in its determination to • make everything
"bigger and more efficient," wiped out the county assessment in fav-
our of regional assessment' and Bruce County came under the Grey-
Bruce Region with offices at Owen Sound.
POr' pose of the new assessment is to list all properties at
market value (what they would sell at on the open market). Naturally,
with,„the increase in assessment 'to the suggested selling price,
there will be a corresponding decrease in the• local mill rate to raise
the same amount of money„
We like the idea of assessing a. property,• at' market value. It
gives much more information to the property' owner than the meaning-
. less assessment figures used previously.
But we are not optimistic about the regional assessment offiCe
coming up withrealistic figures on what area properties are worth..'
How an, assessor working out of Owen Sound or some other
far-removed place could accurately assess the value of a property in
this community is beyond our understanding.
We think • that the "early returns" received on the new 'assess-
ment notices would' substantiate this opinion.
It seems to us that the local assessor of past Years, the man
who lived in the community and had an intimate knowledge of its
day to day business, rents, etc., would presently 'be in a much better
position to determine the market value of local properties than the
present crew in Owen Sound.
But forget about this. We're in regional assessment for better
or. worse. Judging from our perSonal experience to, date it will be
worse before it becomes better.
