Within a few weeks, Lucknow taxpayers will be required to pay
;llr firsthalf-yearly instalment of taxes for 1970. Lucknow council
recently . r rade the decision to collect taxes twice a year as opposed
to the -annual December collection in the pasta •
The new scheme will likely meet general, favour by most village
tridents, although after a century of paying taxes annually, there will
also be those *ho will not bereceptive to change.
It is not realistic in -this -.day for any progressive business siness to
charge for a year's service after, the year is up. •High costs of fin-
ancing `,make this unsound. Likewise, it. is not.realistic for.a music-

Despite the fact that instalment payment of taxeshas been talked`
about by councils far many Years, it has been the Bruce. County Board
of Education which has made many area municipal councils .through-
out Bruce review their tax collecting methods. Some • have already
been on an instalment payment basis for some time..
Councils which -had -=previously -been content to finance -their -own
costs on a• borrowing basis, .must now also finance the school costs. or
