At Londesboro there Is, we believe,
one of the most prosperous Orange
lodges in North Huron, tnuny of
whose members are Reformers and
supporters of Mr. Holmes. TUE STAR
is in is position to state that Mr.
Holmes has drawn on his bewildered
imagination for his conclusion. and his
Orange supporters In Hullett will be
warranted in resenting the insult. in
one polling place the Worshipful
Master of the only Orange lodge in
the whole township was the Reform
scrutineer, and looked after Mi.
Holmes' interests with honesty and
[ability[ in another poll the secretary
of the same Orange lodge, a Reformer,
was Mr. Holmes' scrutineer, both citi-
zens. above reproach and highly re-
apect1ed by the whole countryside.
And still Mr. Holmes builds "castles
in the air," falsifies facts, and delib-
erately shoots his poisoned arrows at
an institution that is broad in its prin-
ciples and non-political in its precepts.
A few weeks ago an article was repro-
duced in Tile STAR dealing exhaust-
ively with a similar matter, and gave
Mite names of Grand Masters and other
officers who are not only supporters,
but active workers for the Reform
party. But of course the cause of Mr.
Holmes' downfall must be laid some-
where, and it is easy for him to lay
the blame at the door of the Orange
Order. the Church, and all other or-
ganizations. It will keep the New Era
busy convincing the electors who gays
him his Waterloo. THE rsorLatr—the
electorate—must be supreme.
(Since the above was in type THE
STAR has met Mr. Matt. Mains, of
Londoeboro. He is an honored mem-
ber of Hullett Lodge, the genial Master
of the County Orange Lodge of North
Huron, and be expressed great regret
that a deliberate attempt has been
made by a certain ..politician to drag
the Order which he represents Into
politics and disrepute. Mr. Mains
states positively that th6re never has
been any politics enter into the lodge
meetings in Hullett, that the greatest
possible harmony exists, and, that
many of ,their most valued -Members
is the grandest, most scientific and safest

THE GOVERNMENT'S RESPON-
SIBILITY.
Toronto News.
An aa'tlelelof so remarkable a char-
a!ter that it at once arrests attention,
appears in The Globe. It is remark-
able in that it flatly contradicts recent
statements of that paper. On pre-
vious occasions the degeneracy of our
politics has been deplored with every
appearance of sincerity. Now we are
told: "It is not true that there is
any degeneration in this respect.
The standard is constantly rising,
eta that to -day meet with general
•eprobation would, not so many
ears ago, have been regarded as
mart pieces of electioneering. This
i new doctrine. The political cor-
ruption Is not worse than formerly,
but "the public conscience is sensitive
U) such matters" as never before. Is
that tide case ? When did the elect-
oral corruption of this Province roach
the depths revealed by the recent
election trial at Sault Ste Marie?
When was it necessary in the past
for The Globe to call for the scraping
of the barnacles from the ship of
state in Ontario? The statetnont
that "the standard is constantly
rising," followingso close y the reve-
lations at Sault te. Marie, is absurd.
On the contrary, electoral crookedness
has been reduced to a science. It has
become the chief issue between the
two parties. "The Opposition rests
its case solely on the cry of corrupt
conduct at elections," and naturally
so, for as The Globe says, "there can
be nothing in government of greater
importance than that the votes of the
electors shall be recorded as they are
cast, and cast freely and unpurchased."
The issue is clearly drawn. The
enormity of election frauds is admit-
ted ; but when search is made for the
guilty there is no person found topun-
ish. The Globe says "the leaders of
the Parliamentary party can face
their supporters with nothing to blush
for or apologiao for." Wno are the
leaders of the Parliamentary party ?
The Ministers, we take it. le there
nothing to cause them to blush ;
nothing for which they should apolo-
gize? What about the trip of the
Minnie M., the wholesale corruption at
the Sault? Or, have they forgot-
ten the infamous attempt to sub-
orn witnesses in South Oxfo,'d ?
These are two incidents in the recent
political history of the Province for
which Liberals blush whenever they
ire mentioned. But worse than those
is the Garnoy scandal. If there is no
member of the Cabinet who blushes
for that affair, we can tell them there
are thousands of Liberals who hang
their heads in shame over the incident.
There is throughout the Province also,
a general conviction that Hon. E. J.
Davis owes the people an apology for
his guilty ignorance. His sworn evi•
dance in North York and North Grey
reveals a mind blank where it might
reasonably be expected to he filled
with information. He testified that
he had no knowledge of the Ontario
Liberal Association; did not know
who was president, secretary or treas-
urer; knew nothing of, its funds, its
method's, or its officers, although he
directed one of its organizers in a
campaign. In the same way Mr.
Stratton testified in the Gamey inves-
tigation. He, war`) aware of the exist-
ence of "the Liberal Association," but
he did not know who the president
was, or the secretary or the treasurer.
Here are two Ministers so densely ig-
norant of the party organization that
they did not know who were its chief
officers. Arid yet, when their services
are needed by the Ministers to call a
convention; they step into the full
glare of the first page of The Globe.
They are discovered at last. The presi-
dent is found to be Hon J. K. Kerr,
K. C., a man as well known at. the
Parliatnent Buildings tae the president
of The Globe Printing Company. The
office of the association is found to he
34 Victoria street, whence Mr. Duncan
Marshall and Mr. George Sutherland
start on their organization tours. The
Information that the cross-examining
lawyers could not elicit was revealed
by the exigencies of the party policy.
The Government having furnished
ample means of discovering and pun-
ishing wrong doing, it is "still more
uust of the Opposition to attempt to
hold the Government responsible for
whatever occurs in a constituency."
Has the Government provided ample
means for punishing wrong doing?
What happened when Mr. Du Vernet
sought Government assistance to reach
and punish the men who were named
at the Sault? The Attorney -General
reminded him that :the private prose-
cutor would get one-half of the fine.
Ample means to punish wrongdoing
in that case were withheld, although

with a corps of detectives at
call, the fudges report in their
hands, declined to aid in the prose-
cution of the offenders. Again,
the Government is in immediate touch
with the Liberal Association, of whose
existence and officers some of the Min-
isters are ignorant ; and from the
officers of that organization Mr.
George Sutherland went to Lennon, as
organizer, when Mr. Stratton was in
charge of the district ; he was traced
in South Oxford when the effort was
made to unseat Mr. Dopald Suther-
land; ho turned up again at the Sault,
and although adjudged by the court to
have organized the trip of the Minnie
M., escaped being named for corrupt
practices. Who is responsible for hie'
conduct ? Is It.the Liberal Association,
Mr. J. K. Kerr K.O. president which
acts so promptly and publicly in call-
ing a convention at the request of the
Ministers ? He goes from their office,
presumably at the direction of Its
officers, and is paid bythem. No sane
man will pretend tat Hon. J. M.
Gibson should noLbe held to responsi-
bility for the efflp"laf the Mititnie M.
He was warned, but did not raise his
band to prevent the outrage. His only
excuse was that he was not a police-
man. His conduct was like that of
Mr. Davis, who, when he was inform-
ed before nomination day that a per-
son who had charge of his organization
In North York had been reported for
corrupt practices in North Greg"did
pot believe it," and waited until after
the election before be Investigated the

large sum was spent trying to win the
constituency --or rather to debauch it.
If the Government is not to be held
responsible fur these things, where
will it end f The Ministers reap the

when the work is done, and yet ,they
try to deny anypart in the transaction
except the enoyment of the spoils,
Judged by the standards of an,' court
of assize, the Government are equally
guilty with the perpetrators of the

form representative to Parliament.
THE sorceches from our North street
contemporary have caused a reader to
suggest that Mrs. Winslow's Soothing

it would surely prove efficacious.
The Southampton Beacon says:
"Now the Liberals are asking what
Southampton can expect from the
Government. It can expect that $10,-
000 to stay in the estimates, as in the
past."
The Kincardine Review In its politic-
al notes says : Duncan Ross, an Ash-
field boy, and a graduate of the Kin-
cardine High School, was elected for
Greenwood B. O. He is a government
supporter.
Seaforth Expositor—(Liberal): Now
that the Dominion elections are over
and the Government is settled4n pow-
er for another four or five years, On-
tario politics, which have- lain dorm-
ant for a few weeks, must come to the
surface again. There are eight vacant
seats to he filled before the Legislature
meets, and the query now is, Will we
have the bye-electipns or the general
elections?
The election of 'Mr. Alex. F. Mac -
Laren in North Perth is more than a
common win—it is a Roman triumph.
The splendor of the. sycoose is beyond
the expectations of Mr. MacLaren or
his supporters. It was again proved
that the people were with him. There
must have been quite a hunch of Lib-
eral votes cast for Mr. MacLaren,
votes of teen dissatisfied either with the
Liberal candidate or with the Liberal
policy.
The late member for West Huron,
Mr: Holmes. sizes up his defeat
as follows: "in West Huron Mr.
Lewis had the advantage of the
C. P. R. influence, and it was
used for all id was worth. The
fortunate circumstance of his being
Mayor of Goderich ht the time the
railway carie there, and his efforts to
secure bonuses, together with his vir-
tual purchase of the right of way,
gave him prest.iage and support that
he could not have obtained in any
other way, and he took all the advant-
age
age of it possible. Ooderich, Colborne
and two divisions In Hullett gave hint
unexpected Strength; these, with the
exception of one division in Hullett,
all being influenced by the railway.

Laurier Government. On polling day
Thomas Darwin was at the poll and

a deep 1litorest in the affairs of the
country, and was much more anxious
to poll his vote than many a younger

Goderich, Nov. 11.—Mitch interest is
shown here in the forthcoming Liberal
convention. The president of the
West Huron Liberal Assooation is
now 'in Toronto. The secretary, Mr.
Charles Garrow, speaking of the out-
look for temperance legislation, be-
lieved prohibition impracticable, and
that the Liberal party were not favor-
able to it, though no doubt Mr. Ross
was personalty.
Mr. W. L. Horton, chairman of the
local association, thought the Govern-
ment could not improve on the present
license system, properly enforced, un-
less it were high license.
Mr. W. H. Robertson editor of the
Signal and secretary o� the t:foderich
Liberal Association, considered the
convention at splendid idea. While
prohibition itself was impracticable,
there was nothing to he gained by
bringing in a half -way measure, Cantil
the temperance people had shown a
willingness to ampt something short
of prohibition. Drastic measures have
been introduced in times past but the
Liberal party has never adapted a
policy of prohibition, and would not
back the Premier up in such a policy.
Seaforth, One. Nov. 12. --Mr. J. L.
Killer:in, president of the Seaforth
Retorrn Association, heartily approved
of the holding of a Provincial Liberal
convention. Ileexpi'esed the opinion
that the bringing together of the
members of the putty from all parts of
the Province should have an enthusing
effect on the party as a whole, while
the discussions of matters of interest
from a party point of view would
bring the leaders in touch with the
rank and file of the party, and place
before the leaders the unbiased views
of their supporters.

Liberal Association, spoke quite hope-
fully of the benefit to be derived from
a party convention. It would un-
doubtedly enthuse the party, and wan,
be considered, a str•atagetic move on
the part of the Premier. Although a
strong temperance man, Mr. Kerr was
quite outspoken in his views on the
prohibition question.. He thought it
would he a very unwise move on the
part of the Ross Government to ap-
peal lo the country on this question.
In his opinion the country was nut
ready for so sweeping a measure, and
an appeal to the country on it would
be disastrous to the party, and to the
cause of temperance. He thought it
shonld he possible for the prohibition-
ists and the liquor people to Come to
some arrangement that would be sat-
isfactory to both; failing that, he'
favored a stringent enforcement of
the present license law.

A painful accident came to the lot of
Alex. Showers, of Seaforth, last week.
While at his work at the salt works,
he fell down the stairway. One shoul-
