FRIDAY. JUNE 24, 1004. CARTWRIGHT'S INCONSISTENCY. Some of His Arguments Tested by His Own Former Utterances. Tho iiantingdom Moaner (Liberal). • It will be noted how irreverent Sir Richard is, how constantly he uses Bible incidents and language to point his sarcasms, and yet his pitiful witti- cisms, drawing their point from what ought to be held sacred, were met with laughter and .cheers. But to come to the substance of the speech. Sir Richard applied four tests to the prosperity of the country: (1) rapid- ity of settlement of new lands, (2) growth of trade, (3).growth of revenue, (4) condition of the farmer. These are excellent tests of the condition of any country, but what have they to do with the Laurier administration ? Oh, replies Sir Richard, the rush of immi- grants. the growth of trade and rev- enue, and the condition of the farmer are all due to the Government of which tarn ya'needier'. It is "we who'have brought - in settlers, " we " who have made trade and revenue boom, "we" who put an end to the exodus, it is "we" who have caused the farmer to he prosperous as he has not been since the Crimean war. Let us take one of these pretensions and examine it. Sir Richard repeated several times that the increased revenue was dud to the manipulation of the tariff—that the decrease of rate of duties had wrought the change. Now what,has been the decrease that has effected the wonder- ful transformation ? Under Conserva- tive rule the average rate of customs duties was 27 per cent.; under the Laurier Jule it has leen 25 per cent. If this reduction of 14 per cent. in tax- ation is th.' cause of the net revenue jumping from eight and a half mil- lions to thirty-two millions, then the reduction of another It per cent. will more than double it. If Sir Richard really believes the minute reductions in duties of the Fielding tariff has been the cause of the abounding revenue of the past eight years, why does he not stand up for a still further decrease? According to his argument, it is clear as d'sy that all that i needed to pro- -.duce revenue is to apply the pruning - knife to the custom** duties. That he does not believe anything so absurd as that the Fielding tariff has had anything to ao with the country's prosperity, that he makes the asser- tion merely as a party cry, he showed the other night when he consented to an increase of T.per cent. on such an important line of our imports as wool- len goods. The attempt to claim the Crosperity that has been vouchsafed to anada as due to what the Laurier government has done is as ridiculotis as that of the ancient astrologers that they controlled the stars. The country has been prosperous because Provid- ence has Sent fruitful seasons and the necessities of distant countries has se- ctored high prices for our produce. While it is plain alt noonday that the government has done nothing to con- duce to the country's wel fare, but has done much to darken its future, it is not unfitting we should ask what this boaster, Sir Rirthard Cartwright, promised to do when he should get in- to office. He pledged himself to give US a revenue tariff. Does he cull a 20 per cent. rate a revenue tariff? He de- nounced "the principle of protection as radically unsound and unjust" to the farmers. On the night of the 7th June. 1001, he aided to increase the duty on the farineer,4 coat by 7 per cent. He once viewed with alarm the increaee of expenditure ; he today defends n gov- ernment that has doubled it in 8 years. He deplored the immense sums out of which the country had been defrauded under pretence of building railways ; he has aided to Carry a measure that provides for the spending of 75 million dollars In building a railroad and pledging its credit for as much more for rho benefit of the Grand Trunk. He advocated the reform of the Senate, and as his contribution to that end se- cured the appointment to it of a com- pounder of quack medicines. What has this man done to fulfil all the promises he made while in 0..osition? T. of T., will he held in Clinton. A lamgge attendance of delegates from subordi- nate Councils in the County iaearnest- ly requested. In the evening an open meeting will be held under the aus- pices of Clinton Council, for which a good program is being prepared. His WORSHIP'S Timmy.—The follow - Ing appeared in the Winnipeg Tribune of June 7 : "E. N, Lewis, Mayor of .Goderich, Ont., accompanied by Mr. W. Bawden, of Exeter, Ont., arrived in the city yesterday by the west- bound train, and paid a visit to sev- eral of the largest real estate agents to obtain particulars of land offering in the neighborhood of Moosejaw and Regina. These two gentlemen repre- sent a syndicate of eastern capitalists who are about to purchase large tracts of land in the district around Moose - jaw and Regina. They continued their journey west later in the day, leaving by the 0.05 p. m. train. The capital of the syndicate is over a quarter of a million dollars." FALL FAG?, GRANTS,—Owing to dis- satisfaction expresesd in regard to the present method of distributing the On- tario Government grant to agricultur- al societies, Mr. H. B. Cowan, super- inteudent of that department, has been investigating the work being done by the various societies in the Province. Some glaring discrepancies have been discovered. One society receiving a grant of $380 paid out $2,- 410 foragricniturai purposes, while an- other society receiving a grant of $800 paid out only $1,458. A third society receiving n grant of $080 distributed only $040 for agricultural exhibits. A still more glaring inconsistency is af- forded in the case of Nottawasaga Township Fair, which received a Gov- ernment grant of $80, but paid out 81,- 01$ _for agricultural purposes, while a leading d isGict society in F astern On- tario,.receiving a grant of 5800. Amid out only $1,125.for agricultural prizes. Many of the township societies which are receiving considerably smaller rants than the district societies are, it has been discovered, doing much better work. This information, it is felt, strongly supports the stand taken by the officers of some of the township societies who are advocating •that the Government grant should be distribut- ed to the societies in proportion to what is actually a pent on agricultural work. THE HOSPITAL SITE.—Bm•missels Post: Wednesday afternoon of last week the first sod in connection with the proposed Alexandra Hospital, located at (ioderich, was turned by Warden Bowman, amid auspicious surround- ings, a report of which appears in this issue. The ladies who const flute the Daughters of the Empire, with Mrs. D. McDonald as Regent, have labored Indust. lonely and faithfully in the ad- vancing of this praiseworthy and hu- manitarian project, and deserve hearty support in their efforts. It appears to us that a inietuke is being niede in the location chosen for the building, as it, is ton close to the public school, will take many a dollar to cultivate trees, hedges, lawns, eta;., and is not then as desirable a site as smile others. We hear the fine property of the late M. C. Cameron, with arrant two acres of hind, can be purchased at a reasonable figure, end with a small expenditure the residence could be fitted up, we understand, to very well meet the necessities of thecase. The nmount of money in hand is not very large. and the pteiper Maintenance of these char- itable institutions often requires hettefr financing than the construction of thein. Building material is costly and labor high, end it is a well understood fact that properties can often he bought cheaper than they could he built. The Cameron property is in fine condition and the site an admir- able one, so, as an outsider. desiring the greatest success to the Laudable en- terprise of the Daughters of the Em- pire, we would suggest the propriety of even yet negotiating for the hctter location with its flne grounds and con- veniences. We believe the carrying out of this proposition would find favor in the judgment of a large num- her of the leaning citizens in the county town as well as outsiders, and is worthy of careful consideration before further steps are Laken in the erection of a new building. BARN RAISIN..—On Tuesday of last week Mr. John McLarty, of the •tth con., had a barn raising with an at- tendance of over 90 neighbors, which with the good ladies who assisted in preparing the supper made a pretty large gathering. The barn is 30x30 feet, and was finished on Monday of this week. In the raising the sides were captained by Ernest Mitchell and Hugh Hill, the latter's side making a good win. Oliver Clank was the framer and the barn is a credit to hitt. and Its owner. Here's wishing that Mr. McLarty may always have crops to fill it. Holmesville. NoTes.—Iatst week C. W. Swan. will preach. -- + Turnberry, VERY SAD DEATH. — Profound sympathy will be felt for Mr. and Mrs. Philip Dawson and family, of Turn - berry, in the very sudden death of their eldest daughter, Nettie Susanna, which took place on Tuesday of last week, under peculiarly sad circum- stances. About a week ago Miss Daw- son had the misfortune to injure her font by stepping on a nail, but no serious consequences were thought of at the time, and on Tuesday morning she was abort as usual. Lockjaw de- veloped, however, and despite the efforts of medical skill and the care and attendance bestowed she passed away about five o'clock Tuesday eve- ning. The funeral took place on Thursday afternoon to the Wingham cemetery. W Ingham. J t • LY Tw E se'ru. —The local lodge No. 741, L. 0. SIXTY YEARS IN CANADA.—John Taylor, ofZetland. one of the best known residents of this section, landed in Canada sixty years ago last Mon- day morning. For a number of years Mr. Taylor worked near Hamilton, and has for forty-nine year, lived on his farm in East Wawanosh. While assisting in shingling a barn on the farm of Joseph Bennett. near Walton, Hugh Ramsay, of the 17th con., Grey, had the misfortune to fall to the ground, as distance of 20 feet. He alighted on his feet and was badly shaken up, although no bones were broken. The oldest building in the world that has been uninterruptedly used for church purposes is St. Martin's cathedral at Canterbury. The build- ing wasoriginaily erected for a church, land has been regularly used as a place i for religious gatherings for more than 1,500 years. Recently Mrs. Wm. Used as a Lire P It Envoi • Man From Drownlaw, o.AA common flour sack—a paper bag— and the use of his wits saved Chris Hansen, a hunter, from drowning at Sausalito, Cal. The Quiver tells the story. Hansen had been accustomed to spend the early m )rning hours shoot- ing on the bay. One morning, while he was returning in a skid' from tbo bunt- ing grounds, his shotgun, which was lying in the bottoms of the boat, was accidentally dlschn.ged. The full con- tents of the barrel passed through the bottom of the skirl and tore a large, jagged hole. In a few minutes the boat began to settle, and the man's most desperate efforts could not stop the .incoming water. He grasped the oars and, snatch- ing a tough paper bag which he used tor carrying Ws game, began to tie them together as a float to assist him to reach shore. When he bad finished his task he jumped into the water. The boat sank a moment later. Hansen could not swim well, and he found the oars but little support. He was beginning to lose courage when he noticed that • portion of the sack used in tying the oars together had become filled with air. He snatched It up and held the open end toward the breeze until It filled with wind.
