In Goderich.
The following was the Regent's
address at the monthly meeting of the
Daughters of the Empire, held in the
Court House on Wednesday after noon
of last week. The proposal which
marks the first public effort of the
branch so recently torined by Gode-
rich ladies is most creditiible and de-
eerving of every encouragement :
It is now generally known that the
organization of the Daughters of the
Empire is the outcome 01 a sent tweet
inculcated in the hearts of women by
the South African war, which has in
a sense challenged the power of the
Empire and its armies. During the
earlier period of the South African
campaign, the great disasters and re-
verses that hefel the Britt3h arms
aroused the sympathy and loyalty of
British subjects in every quarter of the
globe, and all felt the imperative ne-
cessity of helping the Mother Land.
The Wren gave their peisonal set -vice
in the gallant soldiers all the Colonies
sent, and the woinen, as nurses and in
sending comforts to the field of strife,
did their best. The Daughters of the
Empire was formed to carry on the
gond work ot help in time of need. t.3
"King and Country," and in time of
peace by gentle acts to foster and
instill the good and chief good of our
fellow countrymen, and aid in every
way within their power to benefit
their land, and unite in one common
bond the women of the greatest Eui•
pire the world has ever seen.

suffering fully realize how the std of a
hospital would alleviate in ninny cases
unnecessary suffering,
Referring to the House of industry,
at Ulintou, which is and will lien last-
ing ntonntnent to Lhe genet osity and
humanity of the people of this County,
when it wits first suggested it suet with
opposition, if not hostility. hut in it
few short veers its strongest opponents
at first became its warns supporters
afterwards, thus showing how a few
progressive xhd courageous people can,
hacked by it good cause, influence pub-
lic opinion.
What is suggested is the holding in
the near future of a public meeting,
and have some of our prominent urea
address the meeting to point nut the
great adv,tntiage to be obtained by
having a pubic Hospital in cur midst.
Each one of us can recall some ins'unce
where a sufferer has endured needless
pain, for back of proper accommoda-
tion and atte.ttion, particularly where
a contagious disease wits the malady.
And then the sailors who are stricken
down in our port, there is simply tic
refuge for them. Will we each iner-
t -Orally pledge ourselves' to do our
best end very hest to forward this
good work, and as "Daughters of the
Empire" feel that we are not letting
our opportunities pass unheeded? We
do not as an Order wish to arrogate
first place to ourselves, but will co-
operate in every way with any other
organizations in helping on this
worthy cause, feeling we have faith-
fully done our part in love of one
Country's cruise, by being the first to
call attention to this long felt want.

Died ln.Sanborn, North Dakota, on

Jas. Wellston, con. 13, Hallett, at the

The snit of Grundy Bros. vs. the
town of Kintcatdine, settled at the
recent assizes in Walkerton, is of gen-
eral interest. The main part of the
plaintiffs clairh was for damages tor
illegal distress for taxes, The firm
secured as one of the considerations in
establishiog their business, exe.nption
from taxation for a term of ten years.
The hy•law granting the exemption
was absolute in its terms and granted
tho firm immunity from all mnnioipal
rants. For eight years that privilege
was corceded and no demand trade
upon them for any taxes whatever.

the law apply to school taxes and that
the firth was liable to pay taxes. The
-collector demanded payment of the
school tax. but as it v•as found that no
notice of the assessment had been
given the claim was not proceeded
with. In 1899 the assessor delivered
his notice and the collector proceeded
in the latter part of the year to collect,
some 550 or 560 school rates. In the
settlement agreed on plaintiffs are to
he ; efunded t he taxes paid . by them.
The corporation gets judgment for
two years instalments ot the mortgage
and interest with costs. The business
is to be continued far at lout four
years. Messrs Grundy agreeing to
assign the insurance policies to the
town and to pay itt least 58000 per
annum in wages, this payment to be
accepted in lieu of ad annual propor-
tion of judgment. Costs to he paid to
the town in four annual payments.
