A new regulation body, the .Can-
adian Radio' Commission., will.re-
place the Board of Broadcast Gover-
nors. This was revealed: in the
House of Commons with the first
readingof the new broadcasting
legislation. fi
There will be five frill-time'rnem
bers who will have powers greater.
than those of the entire EBG. An
additional 10 part-time members
will be able to vote on 'matters of
general policy.:
These five members wiU have
virtually sup reme power over the
P,
antin • of licences The; • can :be
grY
blocke., by the a Cabinet, but the
cannot grant a licence
wit • their say so. '
.A. broadcaster may `` be prosecuted
under the law for breach of're l
at'ons and fined u to $100,000 and
t'•up
thrown in jail as well.
. The .ro osal for the CBC manage
.P P...;_.
meet involves thea ointment of
appointment
a president and an executive .
vice-president
While the CRC would , have
complete' control over the. private
• broadcaster. .it will -not have that
same • control: over.: me.stategowned•
The CRC can force license con-
ditions on the private stations;. but ,
,not on the CBC
The commission will have' to
negotiate conditions with the CBC,.
and if they can't agree the secre.
tary of state will arbitrate .
..Any time CBC;'. and private inter-
ests are involved ii a dispute, the
:CBC will win,the battle, •
The question in the minds of all
broadcasters is simplya"who will be
the five members." Will they ,have
broadcasting backgrounds?
This new bill, gives these five
appointees' a hell of a lot of power.

,There were two ofth'em that I
recall' in those early days .:I never
knew Old Dan in person. My only
recollection of him is seeing his
picture in the Farmer's Advocate.
He was seated on:a .stump at%the •
side of the road, looking as though
he was.engaged in soliloquy. Be;
neath. the picture was an interesting
write -"up on ;this ,'man whocame of
fine people but'.had drifted into the
life of a beggar. .
It was different with old Peter. I
had seen him several times at .a
distance as he made his rounds in.
the community, but never had a.•
"close-up" as father had warned.
us youngsters to stay away from .
such characters But Peter.°had an
itinerary that brought him to the:
neighborhood every little while
His favorite stopping place was the:
Martins. Poor Mrs ... Martin ! 'Her
only material possession- was • a
:large :family.of fine boys and -girls`
'that were highly respected in the
area Btit what she had she gave.
and Peter had a habit ,Of making
to her humble home to "spend the
night" on a "shake -down". Of
course it_.rent fumigating when
he was • gone, but this she did with.-.
out a •murmur.
On one occasion old Peter had ,
spent a night in the open after in
• dulging too,freely in "liq.uid refre-
shments" .. The results were that he,
lost . both feet .from frost -bite He
:was fitted out with two tin stumps
.and in this way'was able to travel
..about. It was on one of;these
excursions that I •had'a closer
encounter with this man.
• Night was drawing in a boat us
and Visibility -was poor as 'I approa-
ched an old wooden bridge near,
•home.: The whole, atmosphere took
on an eery feeling: Suddenly the'
,air 'was filled with a•strange crack-
ling sound.. T here on the truss of
the bridge sat Peter•crackingL,his.
,stumps together in a Way that
might have frightened, a 'much. old-
er person.' Suffice is to say, I' beat
a hasty retreat and left him to''
enjoy no doubt the satisfaction .of,
seeing a small boy take to his
heels.
