Western Ontario could become a

of the Smith 9eport on taxation is
Carried out. • • '
Charles Munro, president of the
Otnario Federation of Agriculture,
made the comment following the,
release in Toronto of the provincial
royal commission report.
• was commenting on a reComm
ndation that exemptions for ttee •
cov,er, included in the Assesiment
Act and the Trees• Act - should be
revoked.
(The Assessment Act,says up to
10 acres of a 'farm may be eicempt
from taxation if used for trees. The
trees act allows a township 'council
to exempt up to'20 acres if they at
being reforested under an.agree-
ment) . . •
Mr. Munro disagreed with, the • •
report's 'statement that reforestat-
ion in Ontario "is not being greatly`
aided by existing tax
considerations". , •
"This is just not true," he said,"
"as a long-time resident of South
Western „Ontario, I knoW•that with-
out the tax incentives, it, 'just, won'
be 'worthwhile for farmers to keep
part of•their land in tree cover. •
"I' Can see a big d ust -bowl. in
Western Ontario in a feW yea -A-11,
this recommendation it ,follOWed".
Munro said the farmers of
Ontario would be/ a lot happier
with soine pf the other recommend
atioris in the report. He partionlai-

•
calls for, in,the asSeSsnient„ of farms ,
The rePort.says tbe farm should ,be •
assessed in two. parts as a ,2
iresidenCe and as a "WP0i4 Farm".
It suggests that:only the part of a'.
!. • •4,
farm that is actually used
inpro-
duction should be classed as a. '
Working farm.. The rest would be
classified as residential property.
The OFA president said he Wel
corties.the recognition that the-
_
farm is both a production unit and
the•fariner's home "The farm.
unitis different from 'other, kinds
of property ," he said, and we '
are glad the. commission has seen
this." '•
Mr. 'Munro said the corrirnissi.on
was wise to recommend that 'farms
pot be Saddled with a business tax.
(The report made the analogy • r
between applying the tax to foOd
production, and • applying the sales
tax to food. There is no sales tak •
on food in. Ontario). • . •
He said all society would henefit.
from tax laws, that aided.a cheap

Mr. Munro said it is "ironic" ,
that the commission has not, been

A chap called Richard J.
Needham writes a daily ' news-
paper cOlumn in Toronto. Quair
ty and .content range from high-,
' class to hog -wash, but it is emi-
nently readable., •
• .
Needham is not a true humor-
ist, but has a'. sharp satiric sense,
a Wild 'imagination, and a clear
view of the ridiculosity of flunk• '
of our mbral, ,Social, 'political
and economic fairy tales.
Despite the clear view, he is,
an incorrigible romantic, a 1966
model Don Quixote Who tilts' at
windmills with a 'typewriter,
.'fortes flowers on strange ladies,
and thinks of life and, love in
capital letters. He's a. literary
burglar- and 2 bellowing non-
conformist. Interesting. '

about LIFE?,Itut it's far from
soul -less. On the ContrarY, it's . ,/ •

with intelligenee, goodwill and
understanding,. who work tire-
lessly' to improve the, system for
the benefit of the students. • • •

• Sure, teachers are' dull clods.
Some of them..Just as some doc
tors,' lawyers, ministers and colt
umnists are dull elods.•But the
great majority work their heads •
to the ,bone, shoving, urging, ex-
hortifig, encouraging and lead... ,
• ing the youngsters to adulthood.
• • • : •
And the students?. Are .they a
sad, beaten crowd, cowed by au-
thority, eager, for security,
afraid to think for themselves?,
This is what Mr. Needham, With
his .Victorian view of schools,
'would have ifs believe. Hah!
A • few are. But the majority •
•• are. just the opposite, They are
rebellious, daring,. adventurous,
• and just busting to have a whirl •
at life, as youngsters have been
since the .time of Socrates. • ,
•
But he has a cobrile Of, blind
spots. He hates the.educational
syste-m- and has • a •blatant con-
tempt for today's young people.
•.Sounds 'ptychologieal. Perhaps'
he was turfed out of 'school, or
dropped out, or had some rotten
teachers. But he degpises'• the
whole business. • •
• For him, the educational sys-
tem is a vast, soul.less monolith,
whose sole aim is to crush the
spirit of youth, indoctrinate it'
with all the wrong 'ideas, and
fail to teach it anything about
LIFE.' He's great on LIFE,
