The local situation follows: a provincial pattern in that, ,sharply increased demands by teachers•have prolonged negotiat— ions long past thea normal time: of settlern.en't ..This is borne out by the fact that at: the present time almost half the schools; in .the' province are still negotiating with their staff members,.• including nearly all the - larger centres in Ontario.- •High school; salary, schedules.` are set.up,on a-c,category basis, with/a. minimum and inaximum .for•eadh category and stipulated annual increment .increases .general to ,the four categories. The categories are setup in recognition of varying alificatiSFis which.. teachers' may t Have. In the case'of the Huron-Bruge area .which includes. staff at. both. Wingham .and Lucknow, .the follow- ing schedule, was- in force last year:. category I, $5;300 to $9,000; cat:. 2, $5•,700 to $9,.300; cat. 3 '•. $6,40010 $10,300; cat. 4' $6,800 to $l0,700. In earlynegotiations the board offered'thh following minima, $5 ;600,, $5,900, $6,500 'and $7,000 with the Maxuit.a' at' $9,590,49,,700; $11,100 • and. $14600.' / ' At the ,same time the teachers re-' quested the :following minima: . $6 , 200 ,. $8 ,`700;, -' $7,500 and $8,000 withmaxinna at $10,600, $fl,,000 , $12,.100 and $12,600. In the interval since the first 'Offer was made,the board has come up with the following changes;'m'inin;a,; $6,100,• $6';400 $7,100, x$7,500;•inaxiina, .$9,900, $10.,400, $11,600 arid $12;200.•; 1. This offer 'was turneddown' by the teachers last week, but their -de, inands.,since the'first round of negotiations have also' been re-' vised to the following level: minima, $6,100,, $6,500,47,200, $7,600 and ni axirn a of $10,000; $10,5A0, $11,600 and .$12,3oo. The board has not agreed to the - ,. of the teachers, al- though there•'is not a great spread. Another pone 'of contention is the tucrements. •The teachers are ask ing for a $400, 00 increment. . The present increment paid is $300.00' and the' board has refused to.rnake any adjustment;in this section•, of the schecltile. The m anagement chairin an. poin- ted out .that increment. increases ; alone will amount to $18 ; 000 this. year and if the $100,00 increase iS given it will add $6,000 to the payroll. This would mean over one mill on the school district's assess- . anentof slightly over $19,000,000; Early a'greem ent. Changes were also made' in' allowances. for experience and for supply teachers and the board agreed for the first time to establish conditions for sabbatical leaves. As to the total cost of salary, adjustments; On the school budget,. the factors -which have been out-.,, lined add up to a great dealof. money The' payroll, last year was. just under $500,000 and if, as an example, salaryinereases' amount-. ed to.20 per cent; this becomes $100 , 000" on top of the half million paid out last year..
