We have heard. E. M. O. referred

'-Army Servicespersonnel are
ideal for top positions in this
agency. Their experience in :'
management..of men and organize

when instructing leaders and''co^'

They take a.;lot of unfair,. •
criticism, but believe :lathe ion-
darnental principle..that safety ,
must be provided for everyone.
When they are unable to fend . for
themselves..• They struggle,hard
to establish this organization
when there is time to do it in-
stead of waiting until the roof •

1959, to "•establish : at.. national . em

little interest, Leading the horse
to water is easy,. but you: can't

many government agencies. are

good results. •• • .
The :Departm'ent of Highways
