federal plan he explained:
There is no federal plan: The
Medicare Plan has been given
first reading in parliament but
it is not law yet . • '

:He added that OMSIP.is unique
in .one. area of physicians'' ser-
vices in that it provides all psych-
iatric services a patient .may need
He recalled that the 'government
had found` it impossible'' to devise
a program with insurance carriers ,
which would give coverage `to all
because of the diversification of
rates and the need to provide
coverage for all without. regard '
to physical 'condition .'For these
reasons, he said. the government
decided to be an insurance car-
rier.
, Quelling fears by some that• the'
plan, is tailored to.providing free
services to many atthe expense
of. others, he pointed out that of
the million and a half subscribers
'already in the plan; 44 percent
of these_pay the full premium
Dealing with other aspects of
the plan he stated: ':'A doctor
has the' right$o treat( or not to
treat a patient as he chooses,
just as the patient .has the right
to choose his own doctor:
. 'We don't want the doctors
working for the government, even
though the government 'would be
a pretty good .,boss , The govern-
ment, in
overnment,:.in this respect, is just an
insurance carrier. /

• to us or to you.if he sends, it to;
us, we will pay hien. If he sends
it to you, we will pay you. We
pay 90 percent of the current
Ontarfo schedule of medical
fees."
Let's not lose sight of the fact
that, the doctor can, 0 he' wishes,
bill you for the 10 percent bal-
ance. But it isn't likely he will
do this." •
The speaker admitted there
were areas inthe plan, pardon*
larly in the categories determin-
ing premiums, where there seem.
to be -inequalities,: He explained
that definite cut-offs had to be
made to make: the plan, operable
within the department's $70.
million budget;

lished -in furthering Conservatism
in 'Huron -Bruce,
Mr Joynt, warned possible can-
didates for the riding's Conservat-
ive nomination they should note
that local urban municipalities
are lacking in 'industrial develop-
ment and,should consider this as
a slow growth aife ., •ts'.
