Parliament ensured this fact by
voting by 'a 'margin of 31 votes '
against a `resolution proposed by ; ..
four of its Members (two Liberals,:
one Progressive Conservative and
one NM' which called for:the;•
abolition 'of the death penalty•:,
*The vote, which was not ;taken
alongparty lines, came' following,
five days of high level debate, .in
which the proponents of both sides.
put forward strong:arguments in
...support of their points ofi,iew .':
C:lver; eighty: Members of the
House spoke during the debate;
which has been described by many
veteran *observers:as one of the best
in Canadian parliamentary history.
It was a controversy unmarked by •
partisanship,. and characterized
by divergencies in viewpoint which
were forcefully put by speakers,.•
who while 'convinced oftheir own'
positions; respected thosewho held
different opinions.
• The proposed resolution called.

mation Branch' of the Department
of Agriculture' at Guelph.
He w iil •commence hisduties;

accommodation is available.
Bill is well known to many in
this community,
':without Cabinet Approval.
During the debate three amend-
ments were moved, all of which
were defeated. The first of these
provided, in effect, that those
who cornrnitted a:second capital '.`
murder 'would be subject to the
deathpenalty and was 'defeated' •
by a. vote of 199 to 23.. Another,
'.which sought to retain the death
penalty for those who cornmit .
capital, murder of,a policeman or
prison guard was voted down, 179.
to74..
That the cause :of the abolition,
fists . would not carry 'the' day
became:: clear on a vote on an
amendment which. sought to limit
.a`bolition •to a five-year trial per-.
iod. This amendment, which.
had the support 'of all the Members
who .supported abolition; was de
feared by a vote of 138 to 113'.,'
Voting on the resolution came.
followingdefeat of the amend-
ments, 'As onlookers. watched from
'galleries crowded'to capacity the
Members cast their votes in the
time-honoured manner .of rising;
.one by one, to either support .or

the House.. When the 'final t lly
was taken., the resolution was .de . ,
.feated 143' votes to 112, Nine of
the 265 Members were •not present
for the vote.
Defeat of the abolition.motion •
may -put. the Government in a diff,
:icult position. It is well. known
that the Cabinet•has exercised the'
prerogative of mercy for several
years now and there has.,not been
an execution' in• C anada for :the
past three and one-half years.:
•There are at present, fourteen per-
sons convicted of capital'murder.
whose cases .must come before the
Cabinet for consideration of wheth-
er clemency...should be extended. .
Faced by the •vote in favour of the
retention of the deakli penalty
the Cabinet is now in .a position
where it mist decide if its, policy'
of commutation must be reversed,
.or if the: expression of its opinion
•by the House of Commons was a
mere'exercise in futility..
In accordance tothe majority
of consensus'of opinion expressed
to• your Federal 'Representative,:
my vote ,vas cast on the side.of
retention'. The constituents of
the Federal1Riding. of Bruce who
expressed their views onthis issue,
expressed• views which favoured
retention approximately three to
