Public School Addition Proposal
In view of the present proposal
of Lucknow District High School.
'amalgamating with Wingham
District . High School, the following
story in last week's. Wingham pap-
er 'will be of interest here..

icipal Board to the Town .of Wing-
ham .last week refused approval

Board readd as ;follows: "The Board

to be beyond the financial capac-
ity of. the municipality. •
• 'When the 1965 audit report is
available, a copy should be for-
warded to the Board, :together with
a 'capitalexpenditure forecast .for
the period.` 1966 to 1970. The •
Board will then review this applic

' As can, be seen the .Board did not
indicate'why. it •felt. the •necessary
financing for the school wa's be-
yond capacity.

At the present time Wingham
carries a totaldebenture debt. of
$699,088.;10 of which .$409,766.50

icipalities due to, high'"school fin-
ancing'. This leavesa total of
$289,321..60,.
. AS well the community has fin-
anc.ed with the Ontario Water Res-'
ources Commission and Central
Mortgage and Housing Corporation,
the: sewage program which amounts
to '$296,979.41.. However, the
municipality was given to. Under-.
stand when the sewage program wag
being arranged; . that the loans by
government organizations would" .
'not affect its. position •in regard to
total 'debenture debt
Also coming up is.the financing
• of the town's 10' per cent share of
the new Hanna Memorial Bridge •
cost and a loan from the :Depart-.
ment of 'Energy and Resources' Man-
agement for 25 per cent of the
cost of work being carried out on
:the river by the Maitland Valley
Conservation Authority.
The,existing debenture debt
covers two issues on the public
school which will mature in 1970
and 1976; .two on the high school
maturing in 1974 and 1979; one
'on the hospital due in 1975 and
one on the arena maturing in 19!

Municipal Board leaves tIre rPublic
School Boardin a very nasty posi-
tion. Building. plans were started
because the boiler in the 90 -year
old school buildingis onlyholding,
together by .a prayer.. ' The prov-
incial powers will not allow the
installation of a new boiler in the
old school,. andit was found by
the board to be nearly as costly to
build a separate boiler room as•
it.was.to do a proper job and re-
build the; school... This .situation
is' partly due to the fact that if any
building program is to, take place
the Department of Education,
demands" a library,• and the,need
for .an auditorium=gymnasium is
'obvious.';
It will be interesting to. follow
.the events of. the 'next few. weeks,
'for it is: certain -that something
has to give. The. old boiler<at the
school, :according to school. auth-
orities, just won't last ;another . •
winter. Likewise, with the move'•
for amalgamation between the
• Lucknow and Wingham High School
districtsit will be necessary to
build. Even without amalgama-
tion the high school board. is faced
with a building program to accom''accom-
modate the additional pupils from
the Wingham district who will be
attending theschool over the next
five years.
