The second gereral meeting in -
1966 of Lucknow U. C. W.., was
held: in the Fellowship Room on.
. March 22 at 8 p.m, with thirty-
eight present.
Mrs. Wm. Wharry chaired the
meeting for the business, section,
opening with a'hymn and prayer.
. Following the secretary's..report
.by Mrs. Richards, several "Thank„
',You notes were read, and Mrs.
ken Cameron presented. the treas-
urer's report. ,
Each° Unit leader reported the
different` projects contemplated.

Mrs. Campbell, Mrs..Goyette
and Mrs. Montgomery was formed
to investigate the cost of. new
floor.covering'for the church base-
ment. •
Devotions were.,in charge of the
Community and. Friendship Visit-
ing Committee with Mrs., Wilfred
: Drennan as Convenor.. The Scrip-
• ture reading was taken by Miss
Flora- Andrew, followed by inspir-
ing comments on "The Larger Hos=
'pitality" .by.Mrs...H. Robinson,'' .
stating that a 'visit• often: means
so much to an'Individual, but it
largely depends on the motive.

patrick. of Vancouver in his '85th
year; He was born and spent his
early years in Ashfield Township',

William Kilpatrick. He was pre-
deceased byhis wife. Surviving
are two sisters, Mrs. Eliza Petrie
of Goderich,• and, Mrs, Joe Agar,
of. Kitchener; and one brother.

Lords.' gayer in unison. The roll

theme on Lenten Meditations. Mrs.
J. Aitcheson, read the scripture.,
followed by three, meditations,

life;" These were•read by Mrs.

McPherson. and Mrs, M.'Miller,
Mrs.. Tom Todd read a poem
"Palm'Branches" and Mrs. Mintz
read the 'Legend of Dogwood".

council ,adopted a finance .comm-
• ittee report recommending a total
mill rate for 1966 of 17 1/4, an
increase of two mills, • ,
The general levy at 8.3/4 mills
was. raised 1 1/2 mills,. while the
highway rate was increased a half
mill to 8 1/2
The highway committee in its
report had asked for a 9.3 rate
• and members of that Committee
are objecting to the cutback and
. claiming;the finance report .was
rushed through- council beforethey
had a chance to explainthe
increased needs of highways.
, COUNCIL UNAWARE
The 9.a rate would make,the
county eligible for.,, maximum aid
inprovincial development roads.'
The highway rate Was tentatively
set at 8 1/2 mills in the January
session,' but at that time council •
was'unaware of the new. provincial
policy of development road:, aid.
A bylaw to affirm the 1966
rates will be put; before council
today and opposition has been
assured by. the .highway committee,
• In Bruce a. mill,raises $56,77.5.
New experiiditure's. incorporated
in:the general leliy increase are
.:ahalf mill for hospital capital
purposes and a half mill: for' the
county library;
Last year thegeneral rate had
a $5,;689 surplus for an :accumu
fated surplus of $11,491 The,
.highways had a 270,660 deficit,•
but becauseofthe1964 surplus
`still has a net:: surplus :of
$4,20'9.

$21,060; 'officials' salaries, $20,
781; ,and county council, $20, 694.
•The county was dissatisfied with
the $104,136 estimate submitted
at the January session: by the Child.-
ren'.s°Aid Society.,. Council appeal-
ed to•:the department of welfare
'which reduced the estimates to
$52,740
A grant of .$2,000 to buy Bruce
tartan kilts for the Bruce County
boys' pipe -band was approved.; Th
youths,.will.play at Expo 67.•
• Also approved was a .$300 grant
to the North Bruce Boy Scouts Ass-
ociation, which has leased 1,100
acres on the Cape Croker Indian
Reserve.. The site will be avail-
able to'any scout organization at.
a nominal fee.

room procedure and have felt on
many cases he has "thrown his
weight" 'far over thebounds of •
what is required in .a. court of law,
His insulting rernarks• to some has,
always been, in our mind', a
complete disregard of the rights •
Of those 'appearing in court.

Magistrate Otto`McClevis has
our permission to retire. today,but
you may. be sure we will not att
endany banquet where he will be
• accorded ;a hearty applause foe,
hisdistinguished long -service as
a representative.and dispenser of
the Queens justice.
His justice is- for the birds. Un-
fortunately the magistrate lets his
personal feelings govern his de-
cisions and 'he is as tactful as
"Dennis the Menace."

trate operates in this end of the ..
'Queen's Bush' happened again on
Tuesday morning.
With.hisusual. flan buoyancy'the '
:magistrates insulted the people, of
Waiarton,: by claiming the court-
room was. an insult •to;;a. represent-
ative of the Queen:
We beg'to differ with his .Lord-
ship. ,.His accusations 'were most.
unjust and referred mostly to the
"spectators area" of the court room
That area was, not 100%, we will
agree. but what magistrate should'
be .concerned with•spectators? •
Should nothis first duty be to give
his full consideration to the judg-
ment .of the cases before him or -
should he also spend some ;time on
putting on 'a display for the spect-
ators.
The Minister of Justice for'ean-
,ada; has been getting a lotof head-
'lines in the papers this .week, so
we -cannot blame our local mag-,.
astrate of -justice -for climbing •on
the bandwagon. •,
There is 'a parallel in both 'cases:
"Much stink about nothing".. •• •

minutes and, in this time had the
