A cablegram from England an- nounces that Sir Charles Tupper has been giving expression to his opinions upon the feasibility of the Hudson Bay route as a possible future outlet for the products of Manitoba and the Northwest. Canada has in- vested millions in an all -rail out- let for the produce of the prairie section of the -Dominion, and can scarcely afford to waste either in land grants or cash more of its substance in building a railway, to a port on Hudson Bay which will be ice-blcoked for eight or nine months in the year.
