they put it carefully on a pillow,
or the sofa or lounge, and pat it,
perfectly content if it will only
lie still and " be good," Just as
they see real mothers do with real
babies, so they do. Tho little girl
in Africa ties her little dog, or
pig,- up, and then tins it on her
back, and has a lovely time; she
does just what she sees real mo-
thers do with real babies. The
little Indian girl straps her baby
on a board and swings the board
on atree, or on her back, and
would not feel that she was having
a good time if she sat and rocket
it and made clothes for it.. She
never saw a baby dressed in pret-
ty, dliinty clothes, and would not
know what to do with a doll so
dressed, until she is taught. Little
boys in Africa do not play ball, or
cricket, or fly kites, or make tele-
phones, or put up telegraph wires
between their oWn or their friend's
houses. They make spears, bows,
shields, arrows, and imitate their
lathers in their games; make ani-
mals of clay which they shoot.
They know few games, because
their fathers can do but few
things; they are cruel in their
hpol'ts,•because they know so little,
see so little of kindness. Little

in their play of the life lived in
their homes and about then!.
THE HUDSON BAY ROUTE.
A cablegram from England an-
nounces that Sir Charles Tupper
has been giving expression to his
opinions upon the feasibility of
the Hudson Bay route as a possible
future outlet for the products of
Manitoba and the Northwest.
Wo say his opinions because there•
is no considerable section of the
Canadian people, or for that mat-
ter any other,who share bis views
it he is correctly reported in the
organ ofthe Dominion Government
From the most reliable information
obtainable.the fact is established
that for not over four' months, at
the longest, in a year, and Ire-
- fluently' for not over three, is
navigation possible f li)ong he
nearly ever present icebergs of
Hudson Bay and Straits. Sir
Charles Tupper can be of some
service to the country, and make a
slight return for the big lump of
money he annually receives from
the Dominion Exchequer if he
confines his efforts to the advocate
of reasonable schemes and feasible
projects, but after diviner speeches
made up of such theorizing as he
lately indulged in, is wasted wind
and exposes him to the danger of
being suspected of using his high

to give himself or some friend a
• financial boost.. Canada has in-
vested millions in an all -rail out-
let for the produce of the prairie
section of the -Dominion, and can
scarcely afford to waste either in
land grants or cash more of its
substance in building a railway,
to a port on Hudson Bay which
will be ice-blcoked for eight or
nine months in the year. Sir
Charles will better serve the in-
terests of'this'country by contriv-
ing and assisting to carry out a
plan to reduce otir heavy national
debt instead of encouraging any
one, either in the old world or
new, to invest a dollar in further.
