last session had been procured from the

that•the fines imposed under the Scott
Act had been paid over by the Police

not been yet finally adjusted.
A circular from Welland County
Council, asking co-operation in petition-
ing the Legislature to repeal the act
allowing the granting' Of bonuses by
way of aid to manufacturers, was read
and referred to special committee,which
•recommended that no action be taken.'
A letter from. the Education Depart-
ment, agreeing to an entrance examine -
..tion at Dungannon was reed and filed. •
An application from Col. Coleman,
for a grant of 25 cents per day to the
non-commissioned officers and men of
the 33rd Battalion, who will attend
• lfrigade drill this season, was referred
to the Finance committee and granted.
Moved by Dr Rollins, seconded by
Mr McEwan, that the consent of the
• council be given to the establishment of
a high school in Fxeter.—Referred to
school committee, which recommended
no action.
• Meved by Mr Saunders, seconded by
Mr Strong, that the salaries of lock up
keepers be. $10 instead of $20, as hereto-
fore, to take effect on 1st of Jan., 1880.

tion of P, Adamson,) a deaf and dumb

so amend the school act that township
councils have the choosing of all school
sites and limiting the bounds of all
school sections, separate or public.
COUNTY VALUATORS.
Moved by D.D. Wilson, and seconded
' by Mr Milne,that three valuators be ap-
pointed for the purposes of examining
and valuing the assessable property in
the county, suchvaluation to be the
•basis for equalization for county rate

• REPORT OF SPECIAL COMMITTEE.
Your committee having carefully con -
pared the books of the Police Magistrate
with.the returns made to the County
Treasurer by him, and also with the re-
turns of convictions to the Clerk of
• Peace, find that of the convictions made
by him since his appointment the fol-
lowing sums have been paid to the par-
ties named:—

The Inspectors have paid over, the
sums chargeable to them in full, and the
Police Magistrate on account of the
gum chargeable to him, has paid over
the sum of 53700, leaving 5100 to be ac-
counted for. The committee find that
as Police Magistrate for the county,
Dr Williams has received in fees the
sum of 5173, and as Police Magifitrate
without salary for the towns of Gode-
rich,'•Clinton, Seaforth and Wingham,
the sum of 5121, in all 5294. Of this,
all but $8 has been paid in, and the
balance will beat once adjusted. We
recommend that the complete list of
convictions, as herewith eubmitted, the
Police Magistrate's letter, and the
Treasurer's statement, be printed in
the .minutes. We recommended that
the Treasurer pay'over'to the credit of
the License Fund account of the three
License Districts, the following sums,
being one-fourth of the estimates filed
for this year, viz;—South Huron, $424.
44; West Huron, 5371.16; East Huron,
8361.25, and that no further sums be
paid out on account of said estimates,
without the further order of the (oun-
iL*'il. Your committee are unable to
agree upon a recommendation in regard
to the disposition of the balance of the
fund on hand to the credit of the Li-
s, cense Fund account, and refer the same
'back to the full council.

ernment, there are few persons who

There are a number of fines not yet
paid in, though in every case not paid I
hatle leaned distress warrants and served
committments. Many distress warrants
have been for several weeks in the hands
of constables, who have not yet returned
them, hi which cases I presume the
constables are assured of the fines being
paid. 1n some cases the constables
have returned the dietreee warrants,
snaking no retgrn, eq that it has been'.
impossible for me to proceed. In some
parts, of the county the unwillingness.
an ,tha part of constables to execute

been a clause of a great deal of delay and
annoyance in prosecuting informations.
There has been paid nt me i fines ins

I was directed to pay over fines to the
County Treasurer, 53800. In fees on
county cases, $173; on town cases, $121,
which amount you will see is about cov-
ered by amount paid to the County
Treasurer. Fines are still being paid
and will be paid over as received. With
respect to fees I shall have to submit to
the opinion given by the County'Solici-
tor. There is still a point with respect
to the fees in the towns where I act un-
der separate commissions -andwithout
salary. The opinion is held by some
that in those cases I am entitled to re-
tain the fees, I have aubmitted the
question to the County Solicitor, and he
has given an opinion in opposition to
that contention. I do not wish in any
way to stand in opposition to the council
and have consequently made a return of
all amounts collected. I wish to throw
myself entirely on the hands of the
council, and ask that I be allowed to
retain the fees colleoted when I am
Police Magistrate without salary. I
ask it forhe following allowing reasons: -1st
There is a doubt as to whether I should
retain them or not. 2 There is a sur -
pins to the credit of the fund. 3 Other
counties, as Middlesex, has done so, or
at least the magistrate retains the fees
where he acts without salary. 4 The
county council has made no provision
for office rent, light and fuel, as I under-
stand by statute they should do. 5 In
view of the Act being repealed. for I
would not have undertaken the duties
of the office for one year: For these
and other reasons that might be given,
I ask your consideration. Yours,

DISPOSING OF THE SURPLUS.
Mr Kelly moved and Mr F. Johnston
sec., that the Warden and Clerk mem-
orialize the Governor-General to pass
an order instructing the council to apply
any surplus money that remains in the
hands of the Treasurer, from the fines
collected during the time the Scott Act
was in force in this county, to assist in
the erection of a house of refuge in this
county. Lost on a division by 25 to 12.
Moved by Mr F. W. Johnston, sec, by
Mr Beacom, that the Dominion Govern-
ment be memorialized to pass an order
authorizing the County Treasnrer to
pay over to the respective municipalities
in the county, from which all Scott Act
fines were collected, any surplus which
may be in his hands, on the same pro-
portion as the same was collected from
the municipalities. Lost on a division;
by 20 to 16.
EQUALIZATION
All the afternoon of Friday, was spent
in discussing and trying to amend the
Equalization Committees.' report, after
which it was referred back to the
Committee, and adopted at the even-
ing session, as then presented.
ItEP..ORT OF THE EQUALIZATION COMMITTEE
The committee beg leave to report
that they have made a careful examina-
tion of the rolls, and find a very mark-
ed improvement in them over past years,
the assessment showing that the valua-
tions are based on the actual cash val-
ues. They adopted in all cases the of-
ficial returns of the acreage (omitted in
the following report)less exemptions for
church, school and cemetery purposes,
and recommend the values set forth in
the annexed schedule as the equalized
values for the year•: —

COMMITTEE.
We visited the jail and found every-
thing clean and in good order. We
found 14 prisoners confined in it, 10
males and 4 females. Of the melee 2
are insane, 2 are vagrants, 2 under
sentence for assault, 1 under sentence
forlareeny and remaining 8 new arrivals
imprisoned for larceny and awaiting
theirtrial ; Of the females '2 are insane
and 2 are vagrants. • In regard to fire
extinguishers . we recommend that no
action be taken. Some alight improve-
ments to the count house are recom •
mended.
JAILER'S REPORT.
The report of the county jailer shows
eleven prisoners confined ; 7 males and
4 females. Of the former, two are in-
sane, viz: --W. Kelly, aged 68, from
Brussels, who haps been confined there

was committed for a term of six months,
and is so destitute and feeble, being in
complete dotage, he will have to be at
once re -committed ; the other, W. John
Hackett, from Ashfield, 65 years old, so
weak and feeble he is under the dacter'a
care. He says he came into town that
he might be sent up and thus receive
medical treatment. Of the females,two
are insane, one harmless and quiet, but
the other at times very violent and re-
quiring close watching to prevent harm
to herself or those around her. The
remaining two -females are vagrants, viz:
Mrs Norman McDonald, a veteran oc-
cupant of the county poorhouse, who
requires to be clothed eaeh time ,J4he is
either discharged or re -committed.
Mary Brady, the other vagrant, hails
from MoKillop, and is 56 years of age
and so weak minded she can give no
account of herself or who are her friends
and relatives. All the insane prisoners
have been duly reported to the Provin-
cial authorities, and are awaiting re-
moval to the asylum when room can be
found for them.
MR MALLocn'e REPORT.
The following report from Air Mal-
loch, I. P. S. was read:
The report stated that the progress
in a large number of the schools is pret-
ty satisfactory, and speaks well for the
zeal of the teachers. A large number
of those employed during 1886 retained
their positions for '87, thus giving an
opportunity for better progress than
where teachers are changed yearly.
For entrance examinations to High
Schools 320 candidates wrote, of whom
251 were successful. At non-profes-
sional examinations there were 203
candidates, with a good percentage
successful, and of the 73 model school
students 68 were successful. The in-
spector thinks the. time is near when
the maximum fee of 51 will be charged
for entrance examinations. At the pre-
sent time there is a surplus of teachers
in the county; a number holding certi-
ficates have no schools. On this ac-
count no permits, extensions or tem-
porary certificates are issued. The
semi-annual and annual reports from
the different sections are not sent in as
promptly as they should be, but there
is a noticable improvement in this mat-
ter. The statistics given below are
prepared from the annual reports:

The payment of a number of accounts
was recommended. In reference to the
motion of Mr Manning, sec. by Mr
Milne, recommending that the Police
Magistrate retain his fees,inasmuch as
no chargehas been made by the muni•
cipalities in which the Police Magistrate
was appointed without salary, for fire,
fuel and light, your committee recom-
mends that no action be taken in the
matter Without prejudice to the magi'.
trace's legal claim (if any) and that your

Magistrate for all fees dueto the county.
The estimated expenditure for the cnr•
rent year amounting to $51,118.95, ex-
clnsive of 'the equivalent of legislative

SCHOOL AND PRINTING COMMITTEE'S
Reports.
Your committee recommend that the
report of Mr Malloch be adopted and
printed in the minutes. In regard to
the resolution of the County Council of
Welland, we recommend that this coun-
cil petition the Legislature to amend
the Public School Act, so as to provide
for a system of uniform county promo-
tion examinations in the Public Schools,
and for the defraying of the necessary
expenses attendant in the same manner
as other school expenses. We recom-
mend that .Mr M.Y.McLean beappointed
Collegiate Institute trustee for Seaforth,
in the place of of S. S. McCaughey, de-
ceased.
With respect to the matters referred
to us and mentionedin the circular of
the Provincial Association of Public
and High School Trustees of Ontario,
we recommend that such change should
be made in the laws of assessment as to
permit of the person actually paying
the taxes directing (at any time before
the same, are paid) the application of
the same so far as the same relate to
school purposes.
That section 120, sub -section 2 of the
Public School Act be amended so as to
make all ratepayers permanently liable
for Public School taxes, and that the
assessor shall so place them on the as-
sessment roll,unless the ratepayer shall
express to the assessor that he wishes
to be valued se a separate school sup •
porter. That boards of trustees should
be enabled to appoint the Christmas
and midsummer holidays in such way
as to them may seem best in the inter.
est of their schools, retaining, however,
the aggregate number of holidays. That
the Public School Act be amended, so
as to snake six years of age the m ininu$n
age for the admission of pupils to pub-
lic school, except to Kintergarten de.
partments. That the High School Act
be amended so as to admit of one mast-
er possessing the necessary qualifies
timid in both departments, -to fill the
position of teacher of Natural Science
as well as teacher of any other depart.

Education Department be amended so
as to makehe

text -book compulsory, in the Public
Schools, and that all model schooloandi-
dates be required to pass an examina-
tion on the subject of temperance.
Ma ArNSLEY's REPORT.
The contract for repairs to the Gully
bridge has been nearly completed.
Material for the Belgrave bridge has
been provided. The contractor for the
mason work of the Wingham and Exe-
ter bridgea, is busily employed getting
the stones ready. Hunter Bros., Kin-
cardine, are preparingthe materials for
the Exeter bridge, and I hone to be able
to report at the next meeting that the
contracts have been completed satisfao•
torily and in proper time. I have ex-
amined most of the bridges and find
that there will need to be about the
usual amount of repairs made to them
and` the approaches. 1 would recom-
mend that the following repairs be
made as goon as possible :—A new fonn.

between the townships of 'Osborne and
Blanshard, by which a lady bad got her
leg broken. I met the Commissioner
for Perth and. the Warden of Huron at
the said bridge on the 1sto-June, and
found the bridge to be in -first olasi re-
pair and the approaches 3: a very good
condition. Front what I could learn I
am of the opinion that the accident m-
atured through the intractability of the
horse, and was not due to any defeat in
the bridge, or,the approaches to it. I
e iso recommend that the Goderich iron
bridge be re.painted. I also recommend
that the court House roof be repaired.
Bain's bridge, Lake Shore road, Ash-
ffeld,is the proper width. The cost -of
bridges and approaches, and repairs to
the county buildings, will not likely ex•
seed for this year the sum of 512000.
[The Council having passed a resolu-
tion to abolishthe December session for
this year, there will be no further meet-
ing until next January, except a special
meeting is held, which is hardly likely
to be the ease.]

Rev. George Richardson was elected
president upon the first ballot, the votes.

lot Rev. J. C. Stevenson was elected
secretary.
• The report of the appeal court was
read and laid upon the table for future
consideration. The question of charac-
ter was taken up, and the districts
passed under review. No exception

moral conduct. The Rev: G. R. Turk
having left his station irregularly dur-
ing the year, and having expressed his
deep sorrow for doing so, and his con-
viction that it was a great mistake on
his part, and having requested that he
be allowed to return to his work as a
member of the Conference, it was re-
solved that his character pass and his
request be granted. Rev. J. C. Bell
having resigned his position in theCon-
ference, it was resolved that his resig-
nation be accepted, and that letters of
standing be furnished hien. It was re-
solved that J. W. Mahood; be discontin-
ued as a probationer, and that his name
be dropped from the minutes, he having
married before his probation was out,
and left the country. Henry Caldwell
and John Kennedy were continued as
probationers in the fourth year. J. F.
Rapp was continued as a probationer
in the third year, and J. J. Crookshanks
has been transferred to the Manitoba
Conference.
FRIDAY.
Dr Bnrwash addressed the Confer-
ence upon the great College Federation
movement. He referred to the Guelph
Conference . as the banner Conference
in the heartiness and enthusiasm with
which they had taken up the subject.
He said that the outlook for the success
of the movement was very hopeful,
encouraging, and constantly growing
brighter.
A letter was read from Dr Withrow,
editor of the Methodist Magazine and
Sabbath school periodicalsr showing
that a very great increase had taken
place since the last General Conference
in the circulation of these periodicals.

The public reception of candidates
for ordination on Sabbath took plane
last, night. The churcl5 was crowded to
overflowing. The meeting was conduct-
ed by the president. The president cal-
led upon the candidates, A. K. Birks,
B.A., and. G. H. Cobbledick, B.D. to
relate the facts connected with their
conversion and call to the Christian
ministry,
The report of the Treasurer of the
Superannuation Fond was read. It
was gratifying for the Conference to
know that every dollar of assessments
for this fund had been paid by the cir-
cuits, and that the same was true of all
Conferences, with trifling exceptions.
SUNDAY.
The lovefoast opened on Sabbath at
a.m. The ordination service immedi-
ately

ately followed. The sermon was preach-
ed by Rev. Dr. Carman, on the gui-
dance of the Holy Spirit. It was time-
ly, appropriate and specially edifying.
After the sermot Dr Carman, the ex -
president and other associated ministers
solemnly ordained Rev. A. K. Birks, B.
A., end Rev. G. H. Cobblediek; B.D.,
to the work of the Christian ministry.
MONDAY.
At this morning's session the rulings
of General Superintendent Carman on
questions of law were read before being
recorded in the journals to be laid before
the next General Conference. Notice
was given by Dr Griffin that he intend.

309; amount contributed for miseions,

Rev. A. M. Philips, D. D., took his
leave of the Conference. lie has been
one of its most active labor&r4 and suer
meant ministers. He has been trans-
ferred to Toronto. A resolution indi-
cating the high esteem in which he is
held was unanimously adopted.
It was resolved, in accordance with
the requestof the missionary secretary,
to hold* all the financial district meet-
ings before the 14th of August next.
TUESDAY. •
A very enthusiastic missionary meet-
ing was held last night, Rev. E. S. Ru-
pert presiding. The meeting was ad-
dressed by Mrs J. C. Detlor, Clinton,
secretary of the western branch of the
Woman's Missionary Society, Mr John
George, Rev J. J. Crookshanks, of the
Students' Missionary Society of Vic-
toria College, and Rev. Mr Hiraiwi, of
Japan. •
After the opening this morning a
communication was read from the Brit-
ish Columbia Conference, referring to
Indian affairs on the Northwest . coast,
and pointing out the unfair treatment
to which Methodist missionaries are
subjected by Government officials. It
was referred to a select committee to
consider the proper action in the case.
Dr Briggs was introduced and ad-
dressed the Conference upon the pub-
lishing interests of the Church. He
showed that a very encouraging increase
had taken place in the circulation of all
the periodicals, with one exception, and
that general prosperity had marked the
entire publishing interests during the
year: A vote, commendatory of the
management of the pnblishing house,
and calling upon all the congregations
to rally around the institution ;to give
it yet greater suecess, was moved and'
carried. • .
Rev. George Doi g1 :'s, D,D., LL.D.,
addressed the Confe. wine relative to the
workaccomplished at theWesleyanTheo-
logicalCollege, indicating its growing
power. Rev Dr Griffin moved, and
Rev J Hannan seconded, a resolution,
which was adopted by the Conference,
expressing the great pleasure it gave
the Conference to see and hear him
once more.
It was ordered that 2,500 copies of the
minutes be published and distributed at
the rate of fifteen to every circuit. The
report of the Church Property Com-
mittee was read and adopted. The re-
port of the Contingent Fund Committee
was read and approved. The report of
the Committee on Church Relations
was read in which it was recommended
that no change of relation be made in
the case of ltev 3. C. Pomeroy, that
Rev J. Crane be superannuated for one
year; that Bev Wm. Mills be continued
as a superannuate, and that Rev. B.
Johnston and Rev It W Williams be
superannuated. The report was adopt-
ed.
A resolution of sympathy for brethren
who have been lone in the work,but who
through infirmities have been obliged to
superannuate, was, carf{;fed. Wm. M.
Gray called the "attentid'Irtof the Con-
ference to the General Cronference fund
and the necessity there is for increased
liberality in order to meet the amount
appropriated to the Conference. Rev
J. Kenner, treasurer of the . late B. C.
Church, said that he had a balance on
hand 'of a collection taken by that
Church, and he was directed to pay
it to the treasurer of the General Con-
ference fund.
The report on the state of the work
was read and after some amendments it
was adopted. A long discussion took
place upon paragraphs on the report of
the state of the work and the Memorial
Committee relative to the growing evil
of the invitation system. It was resolv-
ed "That while' the right 6f petition
is the privilege of quarterly boards, yet
it is strongly recommended that they
go no further and that as ministers of
the Conference we pledge ourselves not
to accept any invitations within the
bounds of the Conference, and that all
such memorials be sent to the proper
courts."
WEDNESDAY
A vote of thanks to the Billetting
Committee and the friends in Seaforth
for the handsome manner int which the
members of Conference had been enter-
tained was heartily adopted. Rev J. J.
Crookshanks,aslpostmaster,was present-
ed with a purse on behalf of the mem-
bers of Conference.
The report on Temperance was read
by Mr Hillyard, which was adopted.
The report took the strangest poeeible
ground on this great, live question.
Several other reports were freed and
adopted. A. MoKibbin, A.J. Irwin and
S.V. Pentland were assigned to Victoria
College, and John Kennedy, W. Patton
E. L. Flagg and H. Coldwell to Mont-
real College.
The next Conference was appointed
to be at St Mary's, to begin on the Bret
Thursday in June 1889.
At the memorial service obituaries
were read of Rev Thomas Dudley and
Thomas Culbert, who had died dieing
theyear. Permission was given the
chairman to employ Wesley Glazier, G.
Honey and S. E. Noble. The Confer-
ence was brought to a close by the pre-
sident pronouncing the benediction.
